- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Meso Scale Diagnostics, in Rockville, Maryland to procure a MULTI-SPOT� 96 10-Spot Custom SARS-CoV2 Custom Panel, which is custom assay development. The period of performance is a period of 1 year, starting from date of award. Electrochemiluminescent labels generate light when stimulated by electricity in the appropriate chemical environment. This reaction is incorporated into MSD�s immunoassays to provide the light signal used to measure important proteins and other biomedical molecules.� The MSD electrochemiluminescent (ECL) assay is the only assay format that can be used for the Vaccine Immunology Program (VIP) support of the Phase 1 clinical trial conducted under Operation Warp Speed (OWS). �No other standard ELISA assay will provide the necessary high throughput required to analyze the volume �����of samples expected. Working with MSD and developing this technique the VIP offers the best assay methodology and hence data generation for more accurate phase 1 decision making outcomes.� The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2081033) to Rita Davis at rita.davis@nih.gov, by 2:00 pm eastern standard time Monday, June 28, 2021 .� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
