Description
The Naval Air Systems Command, Lakehurst, NJ intends to negotiate on a non-competitive basis with Wescam Inc, doing business as L-3 Communications Wescam (L3 Wescam), for the testing, evaluating, and repair of AIMS Control Panel Assemblies, Part Number (P/N): 40583-07. These units are critical to the functionality of the mission avionics system on the Taiwan P-3C aircraft. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).� The Government does not own current data drawings or other specifications to permit full and open competition.� L3 Wescam is the Original Equipment Manufacturer of the AIMS Control Panel, P/N 40583-07, and owns all proprietary rights to the engineering data, and is the sole designer, developer and manufacturer of the AIMS Control Panel required for the P-3C aircraft.� L3 Wescam is the only company found capable of meeting the requirements for the P-3C Aircraft.� THIS IS NOT A REQUEST FOR QUOTE.� All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No purchase order will be awarded on the basis of offers received in response to this notice.� All inquiries and concerns must be addressed to the Contract Specialist, Cheryl Abele at cheryl.a.abele@navy.mil. A determination not to compete this requirement is within the discretion of the Government.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
