Description
COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Multidrop Combi Dispensers for NCATS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 75N95021Q00169 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures and FAR Part 12�Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated March 10, 2021. The associated NAICS code is 334516 Analytical Laboratory Instrument Manufacturing and the small business size standard is 1,000 employees. There is no set-aside restriction. Project requirements (Purchase Description): The purpose of this requirement is to procure a quantity of three (3) functional Multidrop Combi Reagent Dispensers for the National Center for Advancing Translational Sciences (NCATS) for the calendar year 2021 screening season. NCATS will soon begin to ramp up into screening season on the robotic system and as a result will need functional dispensers to handle cell culture and reagents in order to perform their scheduled assay screens. The Government�s minimum acceptable standards, salient physical, functional, or performance characteristics of the product for a quantity of three (3) reagent dispensers required shall: ? Provide precise dispensing over a 0.5 to 2500?L range, ensuring reproducible assay data ? Accommodate microplates from 6 to 1536 wells and plate heights of 5 to 50mm ? Contain a visual icon-based graphic display which makes it easy to use and program, even without training ? Have a minimal dead volume and back-flushing capability reducing reagent costs ? Have a full robotic compatibility which gives increased throughput ? Use eight-channel detachable and autoclavable dispensing cassettes that are standard across the Multidrop range The Contractor shall deliver the instrument to the following NCATS facility between of hours of 9:00 AM and 4:00 PM Eastern Standard Time, Monday through Friday (except federal holidays): National Center for Advancing Translational Sciences (NCATS) 9800 Medical Center Drive Bldg. B/Rm. 1003B Rockville, MD 20850 Delivery is 30 days after receipt of order (ARO). Delivery must be Freight on Board (FOB) Destination, including inside delivery to the room number specified. All required items shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, they shall be marked with the purchase order number and Contractor name. The provision at FAR clause 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. The provision at FAR clause 52.212-2, Evaluation � Commercial Items, applies to this acquisition.� (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement: price past performance Technical and past performance, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Offerors are to include a completed copy of the attached provision at FAR clause 52.212-3, Offeror Representations and Certifications�Commercial Items, with its offer. The Offerors are to include completed and signed copies of the attached FAR Provision Representations and Certifications pursuant to FAR 4.2103 Procedures, with offers. In order to facilitate the Government's determination whether proposed EIT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the EIT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues. (d) Respondents to this solicitation must identify any exception to Section 508 requirements. If a offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the described accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense. (c) The Section 508 accessibility standards applicable to this contract are: N/A (d) In the event of a modification(s) to this contract or order, which adds new EIT supplies or services or revises the type of, or specifications for, supplies or services, the Contracting Officer may require that the contractor submit a completed HHS Section 508 Product Assessment Template and any other additional information necessary to assist the Government in determining that the EIT supplies or services conform to Section 508 accessibility standards. If it is determined by the Government that EIT supplies and services provided by the Contractor do not conform to the described accessibility standards in the contract, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its own expense. (e) If this is an Indefinite Delivery contract, a Blanket Purchase Agreement or a Basic Ordering Agreement, the task/delivery order requests that include EIT supplies or services will define the specifications and accessibility standards for the order. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service.� The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision.� Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.
