Description
Enterprise Image Quality Verification Program (EIQVP) is a highly specialized components of the AF DCGS enterprise, as the primary functions are to receive input from DoD intelligence gathering platforms and provide processed imaging data output to various intelligence agencies. The EIQVP (Caltool) SW and procedures must keep AF DCGS monitors and equipment calibrated to deliver crucial intelligence information to our nation�s decision makers IAW with AFI 14-135 and the ISR enterprise IQ verification program. The EIQVP program utilizes the current industry �best practices� to define DCGS imaging and video benchmark quality standards for end-to-end IQ processing. The EIQVP Image Chain Analysis (ICA) provides a systematic IQ assessment/evaluation at each image chain node and defines the baseline IQ metrics.� In addition, EIQVP and IAS must meet evolving mission requirements. The incumbent sole source contractor for this effort is L3Harris Technologies, Inc. 400 Initiative Drive, Rochester NY, CAGE Code: 30KA0. The services that are being performed are done under NAICS code 334511. Services are broken into the following major areas: Overall The Optical Bar Camera is a film based sensor carried by the U-2 aircraft to provide Broad Area, Synoptic, High Resolution imagery The OBC is very unique in both operation and properly processing the film from the sensor The tools to both process and digitize the OBC imagery are very specialized and the knowledge base to effectively execute a mission at this point only resides in a handful of people and companies Beale Site Lead (1 person) Oversees all aspects of L3Harris� support to the Optical Bar Camera (OBC) mission both at Beale and in Rochester NY Supervises 14 people at Beale Subject Matter expert on scanning, digitally processing, orthorectifying and disseminating products from the Optical Bar Camera Provide history and insight on OBC mission capabilities, and advises the USAF on the OBC ground processing mission Interfaces directly with the Robins Program Office to ensure OBC mission is properly supported by the EIQVP contract Advises on improvements/tech refreshes to OBC digitization capabilities Responsible to understand all aspects of the unique film based intelligence mission with the Optical Bar Camera Liaison between OBC flight and all OEMs involved in digitization effort BASHRNet System Administrator (1 person) Only person responsible for all aspects of the Broad Area Synoptic High Resolution Network (BASHRNet) Oversees both collateral and unclassified network enclaves Expert in Windows, Unix and Linux operating system, networking, and storage technologies BASHRNet is the only capability in the DoD to digitized film based optical bar camera imagery Oversees and advises on all tech refreshes to BASHRNet, to include design, implementation, configuration, installation, security accreditation and final operation Trouble shoots problems, ensuring minimal downtime Responsible for dissemination of OBC digital products Orthorectification Technicians (10 people) Responsible for all hands-on work to digitize every film based OBC mission � scanning, orthorectification, quality assurance, digital production Recommend improvements to operations to both the USAF and OEMs to gain efficiencies whenever possible Scanning Operate and maintain 12 Leica DSW Digital Photogrammetic scanners used in digitization of OBC imagery Ensure scanner remains within manufacturer�s tolerance of less than 1 micron (1 millionth of a meter) accuracy on every scan Orthorectification Utilizing Mojave IOPS, as a team, orthorectify OBC imagery to provide broad areas reference imagery and intelligence products Effectively use the tools to orhtorectify the size of California every 10 days Orthorectification Quality Assurance Review the output from the orthorectification team to ensure accuracy, and quality standard Identify issues and direct solutions to any quality problem encountered Oversees the Orthorectification production Orthorectification Digital Product Administrator Runs and monitors all the digital processing of OBC scans, NITF files and mission data Responsible for maintaining the archive of OBC products on the BASHRNet Troubleshoots problems with mission data files Creates product packages for dissemination to customers world wide Film Processing Center Quality Control (2 people) Highly specialized expert in precision film processing and quality assurance The key to an effective OBC mission, working the small margin between processing success or ruining a mission Oversees all aspects of mission planning, exposure planning and film processing to optimize image quality of OBC mission Oversees the mechanical and chemical certification of all precision film processing equipment before each mission Expert on OBC film, chemistry, mission planning, processing and processing equipment Special Repair Activity (1 person Beale AFB, CA.� 1 person Rochester, NY) Maintenance experts over all precision film processing equipment Beale Maintains bench stock of all equipment parts in support of front line maintainers Equipment expert supporting maintenance personnel in the processing center Rochester Performs depot level maintenance on all precision film processing equipment Designs and installs any vanishing vendor/safety improvements to film processing equipment Responses to the Capability Survey Part I and Part II must be received no later than close of July 6, 2021.� Please ensure data is in a readable electronic format that can be received through a firewall.� Attachments shall not to exceed 10 MB per email.� Multiple emails are acceptable.� Responses must be sent via email to the following: Ivan M.
