Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Merelex Corporation, dba American Elements, for the purchase of a Ni-58 Rod to coat the neutron mirrors intended for a Neutron Microscope. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. NIST is fabricating cylindrical neutron mirrors to form a neutron microscope.� To improve the performance of these mirrors, the interior must be coated with isotopically enriched Ni-58 metal, as this stable isotope has the largest critical reflection angle of any stable isotope. To coat the interior surfaces of the cylindrical mirrors by sputtering, the Ni-58 rod must have an isotopic enrichment that is greater than or equal to 99% Ni-58, have a diameter of 1�mm and a length of 65 cm, this is a mass of about 4500 mg of Ni-58. The Contractor shall provide the following stages and controllers that meet the following minimum specifications and quantities: Ni-58 rod Ni-58 Enrichment: >99% Mass: about 4.5 g Form: Rod, 1 mm in diameter, 65 cm in length Fabrication testing The North American Industry Classification System (NAICS) code for this acquisition is 325180 and the size standard is 1,000 employees.� No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on June 17, 2021. �Inquiries will only be accepted via email to forest.crumpler@nist.gov No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
