Description

COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation.� Quote are being requested and a written solicitation will not be issued. This is a 100% small business set aside under the North American Industry Classification System (NAICS) code 333111 Farm Machinery and Equipment. The Small Business Administration (SBA) size standard is 1,250. This acquisition is for the selected contractor(s) to provide at least one and perhaps two used 10-wheel dump trucks as per the Description/Statement of Work/Specification section below, to the USDA, Agricultural Research Service, U.S. Sheep Experiment Station at 10 Office Loop in Dubois, ID� 83423. The solicitation number is 12905B21Q0027 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05 (March 10, 2021). This combined solicitation and synopsis is issued as a Total Set Aside for Small Business. Description/Statement of Work/Specification The Government has a need to purchase at least one (possibly two) reliable used 10 wheeled dump truck(s) in Good condition with an expectation of getting 20 years of operation. The USDA-ARS location is in Dubois, Idaho. This area is considered high mountain desert with lava rock and sagebrush dominating the rangeland. Tandem axle dump truck(s) would be used for hauling snow, manure, sand and gravel mainly over two-track gravel/dirt roads and animal pens. The dump truck(s) would average 15,000 miles each year. Dump truck(s) must meet all the Federal and Idaho Department of Transportation safety regulations. MINIMUM SPECIFICATIONS Must meet all the current Federal and Idaho State Department of Transportation Codes Truck(s) will be inspected upon delivery before acceptance Must have current service records Must be accident free (Not in any vehicle wrecks, floods, salvaged for parts, etc.) No non-factory modifications Year 2010 to current with 250,000 original miles or less Minimum 18,000-pound front axle and 46,000-pound rear axle Truck(s) must have tandem drive axles (NO drop axle) Truck(s) may have either a 14� or 15� or 16� dump bed Truck(s) must have working cab heaters and air conditioning Truck(s) must have factory glass that is free from cracks or chips Engine(s) shall be equivalent to/or greater than a 475 hp Diesel Maxxforce Transmission(s) shall be 13-speed manual or equivalent Differential Lock (ability to lock all drive wheels together) Drive tires are radial (No re-capps) with 50% or greater tread remaining Steer tires are radial with 50% or greater tread remaining 12 months/ 25,000-mile warranty on engine and drivetrain Truck(s) must be delivered to the Dubois Address at 19 Office Loop in Dubois, ID� 83423
