- NOTICE OF PROPOSED CONTRACT ACTION In accordance with Federal Acquisition Regulation (FAR) Subpart 5.2 �Synopses of Proposed Contract Actions,� the following identifies the proposed contract action. 338th Enterprise Sourcing Squadron (ESS)/PKDB anticipates awarding a $5.5M sole source modification to Contract FA3002-20-F-0091 for Special Warfare Training Wing (SWTW)/Human Performance Group (HPSG) Medical Services. The original award was a competitive Firm Fixed Price (FFP) Task Order (TO) placed under the Defense Health Agency (DHA) Medical Q-Coded Services (MQS) Indefinite Delivery/ Indefinite Quantity (IDIQ) contract. The TO provides physicians, athletic trainers, paramedics, and psychologists for students attending special operations training courses at multiple locations. The incumbent contractor is Decypher Technologies and the contract has a base period of performance of 1 Sep 20 � 31 Aug 21, two option years, and a six month option to extend. Air Education and Training Command (AETC) has levied an increase in the Trained Personnel Requirement (TPR) on the SWTW for Fiscal Year 21 (FY21), FY22, and FY23. The increase in TPR begins on 1 Jul 2021 with a course located at JBSA-San Antonio. More courses will be added at the following locations: Kirtland AFB, NM; Naval Station, Panama City, FL; and Pope Army Air Field, NC. With so great an increase in the number of students attending its courses, the SWTW does not have the physicians, athletic trainers, paramedics, and psychologists that are required for those numbers. At the time of this modification and during the base period of the TO, the SWTW requires an immediate increase of four athletic trainers and six paramedics on the contract for a total of 10 FTEs valued at $1,839,844.80. It currently does not have the funding for the two additional needed psychologists. This immediate addition of FTEs will support the increases of student throughput and courses in the Air Force Special Ops training pipelines, be able to meet mission growth, and produce the expected number of Spec Ops graduates for FY21.� The SWTW anticipates increased growth annually and requests a surge CLIN be added to the base and two OYs for a potential increase of 30 FTEs upon execution of this mod (10 of which have funding). This will bring the current TO FTE potential total to 49 (a 60% increase from the original requirement). The surge CLIN will guarantee that the HPSG can support the increase of student population and the increase of SWTW courses in support of all the Air Force Special Ops training pipelines. This ensures the ability to meet mission growth and produce the expected number of Special Operations graduates for FY21 through FY23. (J&A will be forthcoming). As the result of the significant increase in the SWTW mission, 338 ESS/PKDB will initiate a re-compete for the Medical Services as early as Oct 22. The rough order of magnitude for the re-compete value is estimated to be $10M.
