- INTENT TO SOLE SOURCE: The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is NuVasive Clinical Services. This requirement will be used for Neuromonitoring Services to monitor of spine cases for Neurosurgery and Orthopedics in the Operating Rooms at the VA Loma Linda Healthcare System (VALLHS). The contract period shall be for one year. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for June 9, 2021. The proposed period of performance shall be from June 10,2021 June 9, 2022. Total estimated value for the Base Year is $14,100.00. The place of performance is at the VA Loma Linda Healthcare System (VALLHS) located at 11201 Benton St. Loma Linda, Ca 92357. The North American Industry Classification System (NAICS) for this requirement is, 339112 Surgical Services. Product of Service Code for this requirement is, Q513 Medical Orthopedic. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible and capable may identify their interest and may submit their size of the business, DUNS number and an offer or quotation which shall be submitted to the agency no later than 10:00 AM Pacific Standard Time (PST) on 6/10/2021, to Tonya Hightower at tonya.hightower@va.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt. Statement of Work VA Loma Linda Healthcare System (VALLHCS) requires a contract with Nuvasive Clinical Services for the monitoring of spine cases for Neurosurgery and Orthopedics in the Operating Room. DELIVER REQUIREMENTS: Ellman shall provide one delivery method. The primary method will be FOB destination. PRODUCTS: Technician INVENTORY: Not applicable. INITIAL ILNVENTORY: Not applicable. LIABILITY: The Government assumes no liability for lost or damage to these products until signed for and received. REPLACEMENT ITEMS: Not applicable. INVENTORY MAINTENANCE: Not applicable. EXPIRING INVENTORY: Not applicable. DEFECTIVE ITEMS: Not applicable. INVENTORY: Contractor s personnel will meet with staff, to ensure they are comfortable with the monitoring. HOURS OF OPERATION: The contractor shall not be required, except in case of emergency, to furnish the product during non-standard workday hours as listed by each individual facility. Standard work days are described as Monday through Friday. Any service performed during other than normal work days must be approved in advance by the POC of the using service. NATIONAL HOLIDAYS: National holidays observed by the Federal Government: New Year s Day January 1 Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veteran s Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25 When a National Holiday falls on a Sunday, the following Monday shall be observed as a National Holiday. When a National Holiday falls on a Saturday, the proceeding Friday is observed as a National Holiday by the Federal Government. Also included, would be any other day, specifically declared by the President of the United States of America to be a national Holiday. PAYMENT: Payment for the product will be made by Purchase Order. VA BADGES All Contractor personnel are required to obtain a Contractor Identification Badge from the VA Police Station. The badge must be worn during the entire time
