Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with Aerodata Digital Aerial Imagery Inc., 903 Airport Drive, Ann Arbor, MI, 48108 �to provide hyperspectral imaging data from weekly flights near water intakes and research areas in the Great Lakes. The sole source determination is based on NOAA's Office of Oceanic and Atmospheric Research (OAR), has been given authority to monitor harmful algal bloom (HAB) growth and toxicity in the Great Lake. Hyperspectral imaging has allowed NOAA to record and analyze data and report results. By performing these flights during the critical HAB months (June � October) we will be able to conform to the Federal mandate, HABNRCA Legislation SL 1254; PL 115-423 which was enacted to monitor harmful algal bloom growth and toxicity in the Great Lakes-Lake Erie area. A HAB event shut down the water for the metropolitan Toledo area in the summer of 2014. �Aerodata aircraft is equipped to mount, transport and dismount the Governments Hyperspectral Data Imager, which is used to capture HAB data. They are the only ones in the area who have a modified aircraft capable of mounting this piece of equipment, which makes them uniquely qualified. Coupled with the fact that they have made these flights in previous years to capture and fulfil our requirement, they have pre-coordinated and programmed their aircraft and coordination with the FAA to perform these functions. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
