Description
COMBINED SYNOPSIS/SOLICIATION �COMBO�: Carpet Removal and Installation� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-21-Q-A230 is issued as a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2021-05 effective 10 March 2021, Defense Procurement Notice 20210520, and Air Force Acquisition Circular 2019-1001. This is a Small Business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 314110 with a small business size standard of 1,500 employees. The Government intends to award a Firm-Fixed Price contract in accordance with FAR 16.202-1, �A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor�s cost experience in performing the contract. This contract type places upon the contractor maximum risk and full responsibility for all costs and resulting profit or loss. It provides maximum incentive for the contractor to control costs and perform effectively and imposes a minimum administrative burden upon the contracting parties.� Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001 � Carpet tiles in accordance with the attached Performance Work Statement (PWS) CLIN 0002 � Installation of Carpet tiles in building 4836 in accordance with the attached PWS Place of Performance is Davis-Monthan AFB Tucson, AZ Attachments: PWS � FA487721QA230 � Carpet Bldg 4836 Provisions and Clauses � FA487721QA230 � Carpet Bldg 4836 Wage Determination #2015-5473 Rev 1 BLDG 4836 Floor Plan Delivery shall be FOB Destination. All items delivered under the terms of this contract shall be FOB Destination in accordance with FAR 47.303-6. The government will place an order with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The Government will not accept exclusions and/or exceptions within contractor�s quoted unless annotated and acknowledged by the Government during the Questions & Answers period. All quotes under this effort shall be made under the terms of a Firm-Fixed Price requirement. The optional site-visit shall be conducted on Thursday, 03 June 2021 at 0900, Arizona Local Time. Interested parties who would like to attend must notify the Points of Contact no later than (NLT) Wednesday, 02 June 2021 by 1600. Site visit attendees shall meet at the Davis-Monthan Air Force Base Visitor�s Center outside of the Craycroft Road gate at no later than 0830 in a non-commercial vehicle. Site Visit Procedures: In order to gain access to the installation, all site visit attendees must bring current driver�s license identification, current vehicle registration, current vehicle insurance, and personal social security number. Additionally, in accordance with the Center for Disease Control guidance concerning the spread and control of COVID-19, conditions during the facilitation of the site visit may not allow for maintaining a �� the site visit, in addition to the required documents, all vendors must bring a cloth face covering as recommended by the U.S. Surgeon General. Failure to meet or provide any of the items above shall result in the denial of installation access and reschedule requests shall be denied. All vendors must comply with the attached AF Carpet Ordering Guide.
