- INTENT TO SOLE SOURCE Troubleshooting and Network Forensics with Wireshark Training Course SS-ISS-078 The Bureau of Fiscal Service (Fiscal Service), on behalf of the Fiscal Service Office of Information and Security Services (ISS), intends to make award on a sole source basis to Protocol Analysis Institute Inc. for Troubleshooting and Network Forensics with Wireshark Training Course pursuant to FAR Part 13-106-1(b)(1)(i). �There is no competitive vendor or regulatory agency that provides this training. The proposed Contractor developed and owns the training materials and trace files required for this acquisition and has informed the Government that there are no resellers that can provide their training on their behalf. Thereby, the proposed source has the sole unique technical and other resources required for this acquisition that satisfies the Government's needs. Below are the following core training objectives �and goals that satisfy the Government needs that no other COTS Training Course appear to currently have at this time based on the current market research by the Government that requires the use of the above authority cited: Introduction to Network Analysis and Wireshark Learn Capture Methods and Use Capture Filters Master Key Wireshark Troubleshooting Tasks Troubleshooting with Time Values Create and Interpret Basic and Advanced Trace File Statistics Focus on Traffic Using Display Filters TCP/IP Communications and Resolutions Overview Analyze DNS Traffic Analyze ARP Traffic Analyze IPv4 Traffic Analyze Internet Control Message Protocol (ICMP) Traffic Analyze User Datagram Protocol (UDP) Traffic Analyze Transmission Control Protocol (TCP) Traffic Analyze DHCP Traffic Analyze HTTP and HTTPS Traffic Analyze POP/SMTP Email Traffic Network Forensics with Wireshark Command-Line and 3rd Party Tools � The following training objectives and goals that satisfy the Governments needs that no other COTS Training Courses appear to currently have at this time, based on the current market research conducted by the Government and for other reasons stated below: � Troubleshooting and Network Forensics with Wireshark provides advanced analysis of trace files. � Troubleshooting and Network Forensics with Wireshark covers troubleshooting and analyzing traffic flows to and from the Mail Transfer Agents. � Troubleshooting and Network Forensics with Wireshark provides guidance on performing network forensics on traffic flows that the devices the Infrastructure Protection Team are responsible for alert on. � The total estimated value of this purchase order will not exceed the simplified acquisition threshold. � NO SOLICITATION IS AVAILABLE. �A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. � All interested parties will be required to respond to any resultant solicitation separately from their response to this notice if the Government determines there is clearly an equivalent training. � Qualified vendors that feel they offer the same or similar training that can meet the Government�s need shall provide the following for consideration: � The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). �Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses. DUNS Number. Specific details of the training(s) that your company offers in regard to this notice. Whether your content is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. � Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline, then Fiscal Service will proceed with making an award on a sole source basis to Protocol Analysis Institute Inc. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office and Adobe compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time.
