- The U.S. Department of Homeland Security (DHS) Office of Procurement Operations, in support of the Port & Waterway Resiliency (P&WR) program within the DHS Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS) and the United States Coast Guard�s (USCG�s) Research and Development Center (RDC), welcomes your participation at an upcoming Industry Day and comments on the draft Requirements Document for a Mass Rescue Operations (MRO) device. The DHS P&WR program resides within the Borders and Maritime Safety and Security (BMSS) portfolio and is dedicated to fostering the development of new or improved technology as a force multiplier/enabler to help address the DHS maritime challenges while maintaining fiscal responsibility.� The program develops risk-based strategies to enhance management of ports and waterways, including better ways to conduct health assessments, analyze the condition of ports and waterways, and supports component customer research and development needs. The RDC is the USCG's primary facility performing research, development, and test and evaluation in support of the service's major missions. The RDC is responsible for evaluating the feasibility and affordability of mission execution solutions and providing operational and risk-management analysis at all stages of the acquisition process. Together, P&WR and the RDC are collaborating to develop an effective solution to short-term lifesaving and rescue assistance in the case of disasters that render existing systems (distress calls, onboard lifeboats, etc.) inoperable or infeasible. To mitigate loss of life, USCG wants to develop a non-standard, large capacity, ultra-lightweight floating device that will be deployed from air or boat during a MRO. The wholly-virtual Industry Day will be held on May 25, 2021 from 1 � 3 PM Eastern Time. The purpose of this Industry Day is to collaborate with attendees to refine and socialize MRO device concepts and to facilitate industry collaboration in order to meet S&T and USCG requirements.�To RSVP to attend the event and to receive additional details, please register at�https://sri-csl.regfox.com/dhs-mro-baa-may25� Vendors should be aware that the list of attendees for the Industry Day will be posted and or shared after the event to facilitate industry collaboration.
