Description
Cleveland Mountain Stewardship IRSC,�Pike-San Isabel National Forest, Salida Ranger District, Chaffee County, Colorado Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. DESCRIPTION OF WORK: The Cleveland Mountain Stewardship IRSC is part of the Cleveland Mountain Forest Health and Hazardous Fuels Reduction Project. Work activities for this project are as follows: Item 1: Commercial thinning and removal of sawtimber trees on 332 acres Item 2: Non-Commercial thinning and slash treatment of non-sawtimber and biomass trees on 302 acres Item 3: Clearcut with Reserves (Non-Commercial thinning and slash treatment of non-sawtimber and biomass trees) on 30 acres. Non-sawtimber cut tree diameter for conifer trees is from 5.0 inches DBH to 7.9 inches DBH and is > 5.0 inches DBH for aspen. Biomass cut trees include conifer trees > 1 foot in height to < 4.9 inches DBH. A site visit is scheduled for June 22, 2021 to view the project area and discuss the objectives of this contract. The meeting will take place at 9:00 am� at Salida Ranger District Office, 5575 Cleora Rd., Salida, CO 81201. Solicitation package is anticipated to be issued on or around�June 14, 2021 and will close 30 days after issuance. Period of Performance is estimated to be from date of award through December 1, 2023. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. PROJECT LOCATION: The Cleveland Mountain Stewardship IRSC is located on the Salida Ranger District of the Pike and San Isabel National Forest, approximately 7 miles southwest of Poncha Springs, Colorado. The project is in T.49.N., R.8.E., Sections 29, 30, 31, and 32 NMPM, Chaffee County, Colorado. From Poncha Springs, drive west on Hwy 50 for approximately 2.4 miles. Turn left onto Chaffee County Road 210. Continue traveling on Chaffee County Road 210 for 4.6 miles arriving at the junction with the Colorado State Lands administrative road on the left. This road is gated and locked. Follow the Colorado State Lands administrative road for approximately 1.0 mile until you reach National Forest Service lands arriving at the southwestern portion of the contract area. NAICS Code: 113310 Logging, 115310 Support Activities for Forestry Size Standard: 500 employees for Logging; $8 Million for Support Activities for Forestry, $20.5 Million for Fuel Management and Fire Suppression activities (Average annual receipts for the preceding three fiscal years). NAICS code: 115310 � Support Activities for Forestry � Forest Fire Suppression and Fuels Management Services are two components of Support Activities for Forestry. Forest Fire Suppression includes establishments which provide services to fight forest fires. These firms usually have fire-fighting crews and equipment. Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling.
