- Description
- PBGC is looking to establish a 10-year (one base with nine option periods) single award Indefinite Delivery Indefinite Quantity (IDIQ) with task orders to cover the full life cycle of Modernization, Enhancement, Operations and Maintenance, and Actuarial Support services. The first task order requires Modernization of a new Transformational Pension Insurance Modeling System (T-PIMS) and is expected to be competed at the same time as the IDIQ Contract. This contract is a joint effort between the Office of Information Technology (OIT) and Policy, Research and Analysis Department (PRAD) to implement the new T-PIMS with a focus on Single-Employer (SE) plans, with plans to enhance and address Multiemployer plans capabilities in future years. The initial implementation of the T-PIMS for SE Plans shall be built to PBGC provided business and technology Blueprint (cloud-hosted) with a delivery timeline of earlier than 27 months from contract award. The PBGC requires a combination of actuarial, economic, and IT proficiency to build and sustain T-PIMS over the duration of this contract. The target is for a T-PIMS model that is faster, while running more simulations, and taking a larger footprint of input data then the system currently used. The model should also be able to be adjusted to meet any Technical Assistance requests that come in from Congress or other government agencies. A single contractor responsible for systems modernization, and ongoing enhancement, operations, maintenance efforts will bring a synergistic approach that will increase efficiencies and management effectiveness, which should correlate to reduced long-term costs to PBGC. Please view the attached Request for Proposals (RFP) number 16PBGC21R0010 for more detailed information. On May 27, 2021, Amendment 0001 was issued and uploaded to this solicitation as an attachment. The purpose of Amendment 0001 is to release Questions & Answers (Q&As). For more detailed information please view the attached RFP Amendment 0001.
