- STATEMENT OF WORK (SOW) Suicide Prevention Program (SPP) User Platform Scope: The Contractor shall provide the services required to customize a platform for the delivery of digital mental health treatments, customize the end-user interface and data collection tools, and provide support for the development of coaching manuals to support Veterans enrolled in this treatment option. The VHA Office of Mental Health and Suicide Prevention (OMHSP) is supporting an assessment of remotely delivered mental health applications for the prevention and treatment of common mental health disorders specifically, anxiety and depression. This acquisition will provide users with access to an online treatment platform for Veterans suffering from anxiety and depression. This new innovative project is part of a public health approach to increased treatment for common mental health disorders as a critical strategy for preventing and ending suicide among Service members and Veterans. Period of Performance The period of performance shall be for one (1) base year and one (1) optional year as follows: 12 months from date of award with an additional 12-month option. Place of Performance Tasks under this PWS shall be performed at the Contractor s facility. The Contractor shall identify the Contractor s place of performance in their Task Execution Plan submission. The contractor facility should have all necessary office equipment, supplies to include hardware and software in order to complete the tasks. No Personal Identify Verification (PIV) card access or Government Furnished Equipment or Information (GFE/GFI) will be issued to the contractor. Type of Contract This will be a Firm Fixed Price (FFP) contract. Specific Tasks and Deliverables The Contractor shall perform the following: Provide an evidence-based platform for the delivery of mental health treatments for common mental health disorders including anxiety, depression, and insomnia. The user interface (i.e. the portion of the platform visible to Veteran users) shall have the ability to be customized to VA s preference, including the ability to modify the content or timing of assessments to monitor symptoms of mental health disorders. Further, the selected platform/contractor should have the ability to customize treatment options to meet Veteran needs, including the ability to provide treatment for mental health comorbidities not identified at the time of baseline assessment. Provide support for the training and implementation of coaches assigned to Veterans enrolled in the treatment platform and have experience in working with national mental health programs in the U.S. or international settings. The selected contractor should have experience in the delivery of remote mental health treatment for Veterans or active duty military personnel. User Platform The Contractor shall deliver a user platform, accessible by Veterans assigned to this treatment option, customized to the needs and preferences of the project team. Assessment Tools The contractor shall provide consultation on the selection and schedule of online assessment tools for common mental health disorders. List of Treatment Options The Contractor shall provide a list of treatment options for common mental health disorders, including but not limited to anxiety and depression. Coaching Support Tools The contractor shall provide support for the development of coaching manuals for the development, implementation, and evaluation of support for Veterans receiving remotely delivered mental health treatment on this platform. Deliverables: Customizable user platform Access to platform for Veteran users List of available treatment modules and recommendations for use List of recommended assessments Recommendations for coaching and support for development of coaching manuals 4.2 Project Management The Contractor shall provide a Project Manager (PM) who shall be responsible for the performance of the work. The manager shall have full authority to act for the Contractor on all matters relating to the contract. Personnel The Contractor shall provide qualified personnel with relevant experience and domain knowledge in line with this task's statement of work, in terms of necessary skills at the requisite level of knowledge and experience. Broadly, a team assigned to this project is expected to have experience with: Development of user platforms for the remote delivery of mental health treatments Testing of remotely delivered applications for prevention and treatment of mental health disorders Development and support for online coaches Expertise in the delivery of evidence-based mental health treatments including, but not limited to, Cognitive Behavioral Therapy (CBT) and positive psychology. Project Management Plan The Contractor shall deliver a Contractor Project Management Plan (CPMP) that lays out the Contractor s approach, timeline, and tools to be used in execution of the contract. The CPMP should take the form of a narrative and/or graphic format that displays the schedule, milestones, risks, and resource support. Reporting Requirements The Contractor shall provide the COR with Annual Progress Reports in electronic form in Microsoft Word and Project formats. The report shall include detailed instructions/explanations for each required data element, to ensure that data is accurate and consistent. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. Task / Schedule Management The Contractor shall provide a schedule for project management. The Contractor shall deliver a schedule to ensure timely delivery of all tasks.
