- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6. This announcement constitutes the only solicitation and a written solicitation will not be issued. �Brand Name or Equal product only�.� The following FAR Clause applies: Clause 52.211-6 - Brand Name or Equal (AUG 1999) This synopsis, identified as REQ 1242367 is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This is a firm fixed price requirement. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. This procurement will be for a small business set aside. Vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. You may register by going to www.sam.gov Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the beta.sam.gov website for the release of any amendments to this solicitation. Hard copies will only be provided to individuals eligible under the Americans with Disabilities Act and Rehabilitation Act upon request. Background/Purpose: Background: �The Denver Laboratory (DENL) performs a wide variety of human and animal food & cosmetic analysis.� This includes preservatives, food additives, color additives in foods and cosmetics, adulterants in herbal supplements, and screening of unknown samples. As a Food Emergency Response Network (FERN) laboratory the �general screen� capability that capitalizes on the ability of the GCMS to match collected mass spectra against standardized libraries to provide preliminary identification of potential compounds of interest is of critical importance. These analyses require analytical flexibility to react to emerging or novel analysis of interest to the Agency.� Key to the identification of potential compounds of interest is the collection of mass spectral libraries on hand. ����������� Currently DENL operates three GCMS platforms: an Agilent 6890/5975 GC-MS, a Thermo Trace 1310/ISQ GC-MS, and an Agilent 7890/7000 GC-MS/MS. These platforms were originally purchased with mass spectral libraries: Wiley 8th ed/NIST 2008, NIST 2014, and NIST 2017, respectively. The 6890/5975 received a computer and software update which came with a NIST update from 2008 to 2017 but did not update Wiley. �����������NIST released an update in 2020 containing ~351,000 spectra EI spectra and ~1.3million MS/MS spectra. This is an increase of ~40,000 EI spectra and triple the MS/MS spectra from 2017, and ~70,000 EI spectra and six times the MS/MS spectra from 2014. �����������The Wiley Registry of Mass Spectral Data is the largest single mass spectral library commercially available. It is now on its 12th edition and contains over 817,000 EI spectra. The current Wiley 12/NIST 2020 package contains over 1million EI spectra, compared to the Wiley 8/NIST 2008 of only 562,000 EI spectra. Wiley also publishes several smaller libraries by various authors. These libraries contain spectra of compounds focused on particular areas of interest. Four of these libraries focus on categories of particular interest to DENLs mission: -�""Mass Spectral Library of Drugs, Poisons, Pesticides, Pollutants, and their Metabolites"" 5th ed (Maurer, Pfleger, Weber) -�""Mass Spectra of Flavors and Fragrances of Natural and Synthetic Compounds"" 3rd ed (Mondello) -�""Mass Spectra of Designer Drugs"" 2021 (Rosner) -�""Mass Spectra of Volatiles in Food (SpecData)"" 2nd Edition (TNO) Collectively these supplementary libraries add nearly 45,000 EI spectra.
