- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106, with Rapid Micro Biosytems 1001 Pawtucket Blvd West Suite 280, Lowell, MA USA as the only responsible source that can the Growth Direct consumables� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-05 are incorporated. The Walter Reed Army Institute of Research (WRAIR) �intends to procure a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) with a Five (5) Year Ordering Period for the procurement of environmental monitoring plates that meet the following minimum essential characteristics (MEC�s): Environmental Monitoring Cassettes shall be compatible with the GrowthDirect System such that the robotic hand is able to hold the plate without compromising the integrity of the lid seal Cassettes shall be 17.59mm in height by 82.99mm in width Cassettes shall be filled with Tryptic Soy Agar (TSA) with Lecithin, Polysorbate 80 (LP80) Media filled cassettes shall be irradiated Cassettes shall contain an agar overlay that aids in visualization of colonies by the GrowthDirect System Cassettes shall be pre-labeled with a 2D barcode, readable by the GrowthDirect system Cassette lids shall be optically clear This growth-based system ensures data integrity, sample security, and is compliant with the requirements of 21 CFR Part 11.The Growth Direct� System currently used in the PBF laboratories features proprietary consumables designed to enhance system performance. These plates are marked with a barcode, which is by the automated system. Additionally the plates are designed to specific dimensions for the robotic mechanism to be able to handle the plates without compromising the integrity of the plate seal. These dimensions are not available on any other standard environmental monitoring plates. The plates are also manufactured with a proprietary agar overlay which enhances the visualization of auto-fluorescent colonies allowing for earlier detection and more accurate reading. As such, the environmental monitoring plates are necessary consumables per the manufacturer�s recommendations that are designed to enhance the existing system�s performance. Procurement of said consumables must be directly ordered through this vendor for proper system throughput. The Growth Direct system, when used in conjunction with the proprietary environmental monitoring plates, provide results in half of the time of standard test methods and reduce labor by automating the counting process. Positive test results would not be achieved faster nor more accurately with other standard methods in lieu of procurement via Rapid Micro Biosystems. No other vendor is capable of providing a cassette format that is optimized and tested for ease-of-operator use and system throughput. The consumables supplied by the preferred vendor are comprised of media and materials used in traditional compendium methods, which simplifies validation. Efforts to Obtain Competition:� The Contracting Officer shall publish the notices required by FAR 5.201, should there be other competitors that can comply with the existing GrowthDirect system�s consumables the competitor will be evaluated. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
