Description

PRE-SOLICITATION NOTICE NOI-NIAID-2079019 NAICS � 325414 This is a Notice of Intent (NOI), not a request for proposal (RFQ). The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Neoteryx, LLC, of Torrance, California, to procure Neoteryx Mitra Collection Kits to be used to conduct SARS-COV2 Pandemic Serum Sampling in the U.S. (Cat. #�s 200308 & CC-101). These kits were utilized in previous COVID-19 U.S. studies and have proven their stability/consistency in collecting samples from participants. The results will allow NIAID researchers to identify SARS-COV2 exposures/immunity in the general population and provide the information accordingly for use in response efforts to current and future pandemics. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2079019) to Rose May at rose.may2@nih.gov, by 5:00pm EDT on Monday, May 31, 2021. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
