N/A (15) Contractor. N/A (16) Description This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 238160 and the business size standard is $16.5 M size standard. Contractor shall be registered in System for Award Management (SAM)under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204, Disclosure of Magnitude of Construction Project, the magnitude of this project is (B) between $100,000 and $250,000. The Buckeye Building is located at 750 Buckeye Drive SW, Washington, DC, 20024 The period of performance is for 120 days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Quote (RFQ) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about June 10th, 2021. The contractor shall provide the National Park Service, with all labor, supplies, materials, equipment and travel, necessary to perform the work described in this contract for the National Mall and Memorial Parks. The work shall include but is not limited to replacing the roof of the Buckeye Building with approved materials. The contractor will provide a proposal that describes the Thermoplastic Polyolefin (TPO) or Ethylene Propylene Diene Terpolymer (EPDM) system that will be installed and the process by which it will be installed. Submit materials in proposal. The following requirements must be followed when submitting proposal. A. Existing metal roof to be removed and replaced with a structural steel decking without disturbing the existing fiberglass insulation. a. Decking shall be a minimum of 22-gauge, Type B steel roof decking b. Decking shall be mechanically attached. c. Structural ridge plates shall be used to bridge the two slopes. d. Relocation of wire and conduit shall be done to minimize the amount of protrusions and/or protrusion locations during the installation of new decking. B. Roof top units shall remain operational and intact during this project a. Windscreen shall be removed around the units, reconfigured, and reinstalled. b. Units shall be blocked up and existing framework under them shall be removed (this framework is excessive and was not replaced when units were upgraded) c. New pedestals shall be created for the units to sit on. d. When creating the new pedestals and wind screen for the units, reducing the amount of roof penetrations shall be a top priority. C. First layer of polyiso insulation board shall be mechanically fastened to the steel decking. Second layer shall be adhered to the first layer. a. All exposed insulation must be protected and covered to prevent invasive pests. D. Roof membrane shall be adhered to the iso board using industry best practices. a. Membrane shall be white or black in color. b. All penetrations shall be sealed at least 6� higher than the roof deck. c. No �peel and stick� joints shall be accepted. d. If TPO is used, all seams, corners, and flashing shall be heat welded. E. Edges of roof above gutters must have proper flashing with a drip edge to ensure the flow of water does not enter the interior of the building or the insulated area. F. New fascia shall be installed on all sloped edges. a. Color shall match existing fascia/metal siding. G. Install walkway to rooftop units from designated access point. a. Access point will be above the access ramp to the entrance on the south side of the building. b. Walkway shall be walk pads designed for the type of membrane used and installed using industry best practices. c. Walkway shall be a different color to help identify it as the walkway
