Offerors are required to acknowledge this amendment by signing and returning one copy with their quote. The solicitation closing date and time remains at 10:00 am Central Time on May 28, 2021. John Becker Contracting Officer VA-VHA-2020-BEE57D1B Continuation Page Solicitation 36C26321Q0556 Amendment A00002 Questions, Answers, and Clarification Will all listed buildings at all locations be surveyed each year or will there be a rotation of building through the various contract years? Answer: Please see Solicitation 36C26321Q0556 Amendment A00001 for which locations are to be surveyed in which contract years. Please confirm the square footages covered under each CLIN. Page 11 of 105 paragraph 8 states the contractor will complete all required on-site tasks within 10 business days. Does this requirement apply to each location, building and each year of the contract? Answer: Offerors/Contractors can plan on ten (10) days in Building 5, ten (10) Days in in Building 1, and the work for the remaining buildings on the main campus shall be completed within ten (10) days. This time requirement shall apply each time an on-site survey is conducted. VI. Qualifications B. (page 8 of 105) states Fire Protection Engineer shall be onsite to perform the assessments. The current contract language indicates no support staff other than degreed FPEs can work on this project. Does the VA intend for all work to be performed by engineers or for the final work product to be reviewed by the lead engineer? Answer: A Fire Protection Engineer will perform work on-site, including answering questions. The paperwork and drawings do not need to be completed by a Fire Protection Engineer. VI. Qualifications A. requires a Fire Protection Engineer (FPE). If an engineering degree is required for the project, will any discipline other than FPE be acceptable as long as they have at least 5 years of experience and completed 10 or more Life Safety SOC surveys at healthcare facilities? Answer: To meet the qualifications, a Fire Protection Engineer is required. Ensure the Technical Factor requirements are included with submitted quotes. The following technical factors shall be used to evaluate offers to determine technical acceptability. Technical Factor 1: The offeror must have a licensed professional engineer in fire protection engineering who is fully qualified to provide the services as described within the solicitation. The offeror shall provide a copy of the current license of such professional fire protection engineer with the quote to demonstrate their ability to provide this requirement to VA. Technical Factor 2: The offeror must have a fire protection engineer who has conducted at least five (5) VA hospital assessments per the Performance Work Statement requirements. The offeror shall provide information with their quote to demonstrate their ability to meet this requirement, including the date and location of the five VA hospital assessments. CONTRACTORS/OFFERORS FAILING TO SUBMIT ALL OF THE TECHNICAL INFORMATION REQUIRED BY THIS COMBINED SYNOPSIS/SOLICITATION MAY NOT RECEIVE ADDITIONAL CONSIDERATION AND PRICE MAY NOT BE REVIEWED.
