Description
THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).� DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.� THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY. Section 508 of the Rehabilitation Act of 1973 (29 U.S.C � 794 (d)) requires that when U.S. Federal government agencies develop, procure, or maintain, information and communication technology (ICT), that it is accessible to persons with disabilities. In 1998, Congress amended the Rehabilitation Act of 1973 to require Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities. The law (29 U.S.C � 794 (d)) applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Under Section 508, agencies must give disabled employees and members of the public access to information comparable to the access available to others. On January 18, 2017, the Access Board issued a final rule that updated accessibility requirements covered by Section 508, and refreshed guidelines for telecommunications equipment subject to Section 255 of the Communications Act. The final rule went into effect on January 18, 2018. The rule updated and reorganized the Section 508 Standards and Section 255 Guidelines in response to market trends and innovations in technology. The refresh also harmonized these requirements with other guidelines and standards both in the U.S. and abroad, including standards issued by the European Commission, and with the World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG 2.0), a globally recognized voluntary consensus standard for web content and ICT. As a result, the Treasury Office of Inspector General�s (TOIG) Office of Audit 508 compliance group are in seach of companies who can provide 508 document remediation software that augments Adobe Acrobat Pro DC�s (Adobe�Acrobat) accessibility check to meet document remediation needs that are not being met by Adobe Acrobat�s accessibility check. 508 staff members will also require training on this software. Specifically, Adobe Acrobat�s accessibility check identifies and reports on common accessibility problems, including the proper tagging of images, basic tables, forms and other non-textual objects. However, it does not properly tag complex tables that have merged cells or list the Alt-text for users�for example�verify that Alt of ""XX�s Signature"" is appropriate for the highlighted element. The software we acquire must meet the following needs: provide accessibility results based on Web Content Accessibility Guidelines (WCAG) 2.1 AA for pdf documents, properly tag complex tables that have merged cells, list Alt-text for users, and plug in to or be compatible with Adobe Acrobat. TOIG may also request a demonstration of the software. In response to this Sources Sought, interested parties must provide a capability statement, line card, brochure, catalog or other information which identifies their capabilities and services provided to the general public void of any pricing or price-related information.� Any submitted information that contains price-related information will be discarded. Responses to this Sources Sought must be sent by the due date and time via email to Pamela Robinson at robinsonp@oig.treas.gov.� Interested parties should also provide their Point of Contact information as well as their applicable Multiple Award Schedule (MAS), Best-In-Class (BIC) contract, Government-wide acquisition contract and multi-agency contract information.
