- This Sources Sought Notice is not a Request for Quote and does not constitute a commitment by the Government. The Government is currently conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10, to identify potential sources to fulfill the requirement and gather information on current capabilities of businesses within the market. All information submitted in response to the Sources Sought Notice is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. In preparation for a planned procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Kansas City, MO on behalf of the National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS), Florida Keys National Marine Sanctuary (FKNMS) is conducting market research to determine potential sources for purchasing a new commercial-duty, fiberglass hull diving/buoy workboat. The North American Industrial Classification System (NAICS) code for this requirement is 336611, Ship Building and Repairing. The small business size standard for this NAICS code is 1250 employees. NOAA�s ONMS serves as the trustee for a network of underwater parks encompassing more than 600,000 square miles of marine and Great Lakes waters. The National Marine Sanctuary System protects America�s most iconic natural and cultural marine resources by working with diverse partners and stakeholders to promote responsible, sustainable ocean use that ensures the health of our most valued ocean places. The FKNMS is one of 15 marine-protected areas that makes up the National Marine Sanctuary System and protects 2,900 square nautical miles of water surrounding the Florida Keys. The Government is seeking firms capable of providing a new commercial-duty, fiberglass hull, diving/buoy workboat that is serviceable within 100 miles of zip code 33040 in order to install semi- permanent anchors into the seafloor for Mooring/Marker Buoys. Tasks performed on the buoy boat will include the deployment of hydraulic power tools and other related equipment, mixing and deployment of cement, and overall supervision of diver operations with divers deploying directly from the boat. Firms must provide a response that demonstrates that they are capable of providing a Buoy Boat that meets the requirements outlined in the attached Statement of Work. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: Company name and address DUNS number Type of business (e.g. large business, small business, 8(a), veteran-owned small business, service- disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) including the business size standard applicable to the NAICS code referenced in this Sources Sought Notice Company point of contact � name, phone, and email address Demonstrate capability of providing a Buoy Boat that meets the specifications contained in this notice Responses to this Sources Sought Notice shall not exceed 10 pages, including graphics, and be typed in Times New Roman 12 pt. font. Responses shall be submitted via email to Anthony Ciolli at anthony.ciolli@noaa.gov and Tyrone Lewis at Tyrone.Lewis@noaa.gov no later than 5:00PM Central Standard Time on May 31, 2021. The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
