- Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE Solicitation Number: 75N95021Q00204 Title:� Extended warranty and Preventative Maintenance (PM) Agreement on the Hamamatsu FDSS7000EX kinetic plate reader platform (S/N NIH A10118-01) Classification Code:� J066 NAICS Code:� 811219 - Other Electronic and Precision Equipment Repair and Maintenance. Dollars or Number of Employees: $22 million Description:� This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� The FDSS7000EX is a complex piece of equipment that provides the means to collect kinetic data for high throughput screening assays looking at intracellular calcium ion, membrane potential and more.� This has greatly expanded the assay capabilities for the Tox21 group and others at NCATS especially with it being integrated onto a robotic platform allowing high throughput screening of small and larger chemical compound libraries.� It is imperative that this piece of equipment is covered under and extended warrantee which covers hardware replacement and a preventative maintenance visit.� There are several key components within this enclosed instrument which need to be maintained and in working order to continue to allow NCATS to generate quality data such as the chilled camera and the mechanical track which the loader travels on when handling the pintool and dispensing heads.� Having the extended warrantee and PM will ensure the device and all of its components will be repaired in a timely manner when necessary minimizing down time therefore allowing the important research to continue uninterrupted.� Hamamatsu has also completed some customizations which NCATS requested in order to have the device operate in the fashion NCATS requires.� Hamamatsu integrated the IonField Systems TipCharger onto the platform as well as made custom modifications to accommodate the wash protocols NCATS needed and they are familiar with every aspect of our specific instrument.� It is important to have a qualified vendor provide a extended warranty and preventative maintenance for NCATS to ensure the FDSS7000EX maintained properly. Purpose and Objectives: The purpose of this acquisition is to obtain a base year and three option years for a Service Contract for the Hamamatsu FDSS7000EX kinetic plate reader platform (S/N NIH A10118-01) within the National Center for Advancing Translational Sciences (NCATS) Division of Preclinical Innovation (DPI). Project requirements: The service contract is commercially available and will include: 1. Contractor shall provide all replacement parts as required on an exchange (good-as-new) or new part basis in order to maintain the FDSS7000EX within Original Equipment Manufacturer (OEM) specifications. 2. Contractor shall perform one (1) preventive maintenance on-site inspection during each twelve-month period. Each inspection will evaluate the FDSS7000EX instrument performance and provide calibrations, alignments, lubrication and parts replacement as necessary to ensure its operation is substantially in accordance with the published technical specifications for FDSS7000EX instrument. All preventive maintenance performed must adhere to the OEM�s specifications and custom products manual. Specific areas of focus are: - Inspect plate image for any shift, adjust optics if needed. - Inspect head/tip mounting position, adjust where needed. - Inspect stage/wash/loader tip alignment positions, adjust where needed. - Inspect door movement and alignment, lubricate where needed. - Inspect guide rails and lead screws, lubricate where needed. - Inspect wash tubing for fluid leaks, replace where needed. - Inspect wash station, adjust where needed. - Also will cover the existing upgrades since unit installation 3. Contractor shall provide unlimited technical support (by telephone and/or email) and remote diagnostics support at no additional cost to the Government. If remote diagnostics is unable to resolve an FDSS7000EX instrument-related issue, Contactor shall provide OEM-certified, trained service provider(s) on a priority response basis to perform on-site repairs of each of the FDSS7000EX instrument. 4. Contractor shall provide preventive maintenance, service repairs including emergency service repairs, and technical support between the hours of 8:00 AM and 5:00 PM of Monday through Friday, excluding Federal holidays. 5. Contractor shall use only OEM-certified parts and components for all preventive maintenance and repairs, except for consumables, at no additional cost to the Government. 6. Contractor shall be responsible for shipping and handling costs of the FDSS7000EX replacement parts and components. 7. Contractor shall provide OEM-certified, trained service provider to perform all preventive maintenance, repairs, remote diagnostics and technical support. 8. On-site service and repairs shall be performed between the hours of 8:00 am and 5:00 pm on Monday through Friday, except Federal holidays. 9. The Contractor shall provide at no additional cost to the Government all necessary documentation, repair parts, spare parts, accessories, maintenance supplies, special tools, test and support equipment, travel and transportation, personnel skill requirements, and other related services required to maintain the FDSS7000EX instrument in fully functioning condition, except for costs of repairs occasioned by fault or negligence of the Government. Anticipated period of performance: Base Year: (12-months) Option Period One (1): (12-months) Option Period Two (2): (12-months) Option Period Three (3): (12-months) Other important considerations: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the work mentioned above. Capability statement /information sought. Respondents must provide clear and convincing documentation of their capability of providing the services specified in this notice. Also, information must be provided in sufficient details of the respondents� (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted.
