Description
REQUEST FOR INFORMATION / SOURCES SOUGHT INQUIRY The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is seeking information and sources that can provide all resources (labor, materials/parts, tools, equipment, and transportation) necessary to provide the services described in this SOW, except as may otherwise be specified for the Eastern Colorado Healthcare System at the Rocky Mountain Regional VA Medical Center in Aurora, Colorado. The NAICS code is 334515 Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals and Small Business Size Standard is 500 employees or less. The information submitted shall contain the company s business size status. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Requests for copies of a solicitation shall not be honored or acknowledged. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. The capability statement shall include a point of contact, complete mailing address, telephone number, email address and state the company s business size status. The deadline for this information is 1600 Mountain Time, June 08th, 2021. DRAFT STATEMENT OF WORK GENERAL INFORMATION 1. Title of Project: Provide Monthly EPA Method 9 Opacity Measurements for Energy Center at Rocky Mountain Regional VA Medical Center, 1700 N Wheeling St, Aurora CO 80045. 2. Scope of Work: The contractor shall provide all resources (labor, materials/parts, tools, equipment, and transportation) necessary to provide the services described in this SOW, except as may otherwise be specified. The work shall generally consist of monthly opacity measurements and a summary report in accordance with US EPA Method 9 and Colorado Department of Public Health and Environment issued Air Permit 14AD0765, and Amendments. Provided successful performance occurs in the base year, there is an option for an additional four (4) option years. 3. Performance Period: Work shall be performed primarily Monday through Friday 7:30 AM to 4:00 PM. Contractor may work outside normal business hours by arrangement with the Contracting Officer (CO) or Contracting Officer s Representative (COR) if such services are provided without additional charge to the Government. Work in high-traffic areas may be more efficiently and effectively conducted outside normal business hours. Work outside normal business hours must be coordinated with the COR or CO in advance. 5. Site Visits: A site visit will be held at a time and place coordinated with the Contracting Officer (CO) or Contracting Officer s Representative (COR) at the above location, which will include a walkthrough illustrating observation locations for compliant US EPA Method 9 opacity measurements. B. GENERAL REQUIREMENTS The Contractor shall obtain, have on file, and make available to its staff, all operational and technical documentation necessary to meet the performance requirements of this contract. 2. The Contractor will provide all labor, equipment, transportation, and tools necessary to successfully accomplish opacity measurements on a monthly basis in coordination with the Contracting Officer (CO) or Contracting Officer s Representative (COR). Opacity measurements are to be scheduled to occur on regular monthly intervals. Any variance in scheduling of monthly testing must be coordinated at least 2 weeks in advance with the COR. 3. Monthly reports shall be accomplished and submitted electronically in Adobe PDF format to the Contracting Officer (CO) or Contracting Officer s Representative (COR) within 7 to 10 business days of the measurements. Monthly reports shall follow the information presentation and paragraph format of US EPA Method 9 with cover page referencing subject of report, table of contents, copies of opacity readings using the prescribed format (COR approved equal), and make specific note by paragraph of any areas of non-compliance with requirements of Air Permit 14AD0765. Reports shall only be submitted to the Contracting Officer (CO) or Contracting Officer s Representative (COR) unless otherwise specified. Coordinate with the Contracting Officer (CO) or Contracting Officer s Representative (COR) before accomplishing opacity measurements to ensure the right fuel is being consumed in accordance with the annual opacity monitoring schedule. 4. Storage of equipment and supplies on the hospital campus is generally not allowed. The Contractor shall familiarize and be compliant with hospital policies regarding prohibited practices in a healthcare environment such as, but not limited to, smoking, vaping and use of smokeless tobacco. Upon entry to the campus, Contractor staff shall immediately identify their presence to the COR and wear an obvious identity badge identifying not only their company but themselves. Some additional safety training will be provided to access certain locations on the campus by the COR, or as directed by the Contracting Officer. Typically, the COR, or designated representative, will accompany Contractor staff during the length of their visit to RMRVAMC.
