- Data Science Staffing Augmentation The Federal Emergency Management Agency (FEMA), on behalf of the Logistics Division, has developed this Request for Information (RFI) to solicit market research information from industry. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the Government will contract for the items contained in the RFI.� This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Opportunities, website www.Beta.SAM.gov, at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The Field Operations Directorate (FOD) works to get the right responders with the right qualities in the right quantities to the right place at the right time in support of FEMA�s disaster mission. The Field Operations Directorate is responsible for building a ready disaster workforce by training, qualifying, managing, and leading FEMA�s incident workforce and field operations. The Data Science Section (DSS) uses data analysis, statistical modeling, and computer programming to build decision support tools for the following activities: Submitting Deployment Requests Adjudicating Deployment Requests Mitigating Staffing Shortfalls Assessing Workforce Readiness Setting Agency Force Structure[1] DSS seeks to obtain contractor support to augment its existing staff of data analysts, data scientists, solution analysts, and solution engineers. THIS RFI IS NOT A REQUEST FOR PROPOSAL.�This is a market research tool being used to determine the availability and adequacy of eligible business sources in order to meet DSS�s needs. The Government is not obligated to and will not pay for any information received from industry sources as a result of this RFI.� The Government does not request any proprietary information that should be submitted, nor shall it be liable for any consequential damages for proprietary information.� Any information submitted to the RFI (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a).���� Request for Information FEMA is seeking industry�s expertise and assistance in identifying industry best practices to be considered and inputs FEMA needs to consider for this anticipated acquisition. What experience do you have in providing staffing augmentation as a service for federal agencies? What are industry best practices and/or lessons learned as it relates to successfully managing staffing augmentation as a service e.g., enabling the government to assign and supervise day-to-day tasks to contractors? What are the project parameters FEMA should define to support the successful integration of contractor staff? What are the tasks and responsibilities FEMA should define to support the successful integration of contract staff? For data analysts, data scientists, and other staff with the skills DSS needs (see question 7 for type of skills): �What cost elements (e.g., fees, labor, direct costs, etc.) are there to consider for this requirement? How do costs change as the number of contract staff added to the government team increases? Besides data analysts and data scientists, what other labor categories do you anticipate would be required for this effort? What experience do you have in providing contract staff with skills in the following areas? R Programming tidyverse Structured Query Language (SQL) Data Collection Data Wrangling Exploratory Data Analysis Data Visualization Predictive Modeling Statistical Inference Machine Learning Stochastic Processes Shiny Application Development R Package Development Power BI [1] Force Structure: an estimate of the number of responders required in each position to meet the needs of FEMA programs across the nation over a set period of time.
