- This announcement is a follow up Market Survey to the original Market Survey announcement (Notice ID# 6973GHAAQ732) �Market Survey and Capability Assessment-FAA�s Flight Operations Management System (FOMS)� posted on Jan 12, 2021.� The purpose of this follow up announcement is to notify interested vendors of the FAA�s contemplated intent to solicit and negotiate the FOMS requirement utilizing a limited sources competitive acquisition procedure. This Market Survey and Capability Assessment is to support the continuation of the FAA�s Flight Operations Management System (FOMS) mobile application�s development and FOMS web application support. Due to the demands of our highly mobile workforce, the FAA has identified FOMS mobile and the FOMS web application suite as critical tools that improve the efficiency of the flight crews flying the mission. Responses to this Market Survey will be used for information purposes only.� This is not a Screening Information Request or request of proposal of any kind.� The FAA is not seeking or accepting unsolicited proposals. The FAA is surveying interested contractors who are determined capable of meeting this FAA requirement. The FAA intends to solicit and negotiate with, only those vendors who have previous and direct experience in the development this unique FAA application to provide solutions for the automation of flight inspection requirements.� At this time, it appears the following two vendors are the only sources who have the necessary capability to continue development of the FOMS application within minimal transition time constraints: -Objectstream, Inc. -Rigil Corporation The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor�s expense. In order to assist with the determined acquisition strategy, the FAA requires the following from interested vendors. (Vendors who have previously responded to the original Market Survey of Jan 12, 2021 need not re-submit previously submitted information) Interested companies must submit the following: (a) Capability Statement (5 page limit): Submit a brief summary of your firm�s capability in meeting the FAA�s requirements as described in the attached (DRAFT) SOW. Please include the following: Corporate capabilities Technical approach �Relevant corporate experience with this type of work �Size and type of services provided by previous contracts �Location and number of years in business �Ability to perform wholly within the United States �Anticipated teaming or sub-contractor agreements (b) Documentation that clearly states the interested vendor has specific experience with and has satisfactory work performance in the development of the FAA FOMS requirement (c)� Documentation that clearly states the interested vendor has specific experience with and has satisfactory work performance in the development of the FAA FOMS requirement for iOS based devices The principle North American Industry Classification System (NAICS) code for this effort is 541512 Computer Systems Design Services, with a size standard of $30 million.
