- Description
- The USPFO for Iowa Purchasing & Contracting Office intends to issue an Invitation for Bids (IFB) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to Renovate Building 254, Squadron Operations, at the 185th Air Refueling Wing (ARW), Iowa Air National Guard Base, Sioux City, Iowa.. Renovation shall be for a 31,699 SF facility. Renovation shall include the following items: Renovate the existing Squadron Operations facility, Building 254, by renovating office spaces, classrooms, restrooms, locker rooms, common areas, secure areas, and storage spaces. Upgrade 1,600 SF within Command Post and Squadron Operations areas to sensitive compartmented information facility (SCIF) standards. Replace existing HVAC system with a more reliable and efficient system. Upgrade existing electrical panels to support the requirements for the Global Aircrew Strategic Network Terminal (Global ASNT). Upgrade building electrical, windows/doors, communications systems, entry/exit pavement, building parking, plumbing, and sewer systems as needed. Install fire suppression/alarm system, fire water main, and mass notification system. Construct 2,300 SF dual use Alert Facility space using existing Squadron Operations square footage. Provide supporting facilities to accommodate the renovation. Tuckpoint as needed, paint building exterior, upgrade building siding where needed, restore entryway canopies. Provide temporary facilities to house building occupants during construction. Global ASNT: This project will also repair rooms 01, 02, 03, 04 and 05 in building 254 for Global ASNT. Install separate 2-ton HVAC system to sufficiently cool the interior spaces.� Provide electrical conduits to support electrical and communication cables from antenna dish to communication hub and from panel to PDSC; provide conduits for cables in plenum locations within existing vault area. Demolish existing parachute drying tower and install rooftop structure to house Global ASNT communications antenna.� Install exterior concrete pad to support operation of Global ASNT Transportable unit. The contract duration is 365 days after notice to proceed.� The magnitude of construction is between $5,000,000 and $10,000,000. Corbin Russwin locks and keying systems are brand name specific due to compatibility with existing systems currently in use at the 185th ARW. Justifications will be included with the solicitation. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON�SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror�/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.� The tentative date for issuing the solicitation is on-or-about 10 June 2021. The tentative date for the pre-bid conference is on-or-about 22 June 2021, 10:30 AM local (central) time; location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 16 June 2021 via email to vicky.l.williams10.civ@mail.mil,�daniel.w.collins.mil@mail.mil and jeffery.l.kathman.civ@mail.mil. � The bid opening date is scheduled for on or about 14 July 2021. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management�(SAM) at www.sam.gov. Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information and the plans and specifications will be available only from the�Contract Opportunities page at www.sam.gov.
