Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2073999 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02 November 23, 2020. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precession Equipment Repair and Maintenance, with a small business size standard of $22,000,000.00. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) is seeking a base plus 1 option year maintenance contract for a laser scanning microscope. All maintenance services shall be performed in accordance with the manufacturer�s standard commercial maintenance practice. The period of performance shall be 06/18/2021 - 06/17/2022. A Request for Quotes for one (1) Base Year of 12 months and one (1) subsequent 12-month option years is being requested for this service. STATEMENT OF WORK �SCOPE:� Contractor to provide all labor, material and equipment to provide �preventative maintenance for the following government-owned equipment: A1S Scanner Module S/N 40057, Controller and Detectors LUNV Laser Fixture S/N 70302 LU Controller S/N 465178 A1 Controller S/N 465232 Detector Unit S/N 59516 Spectral Detector S/N 66586 NIS Elements Software Updates PREVENTIVE MAINTENANCE:� The contractor shall perform one preventative maintenance (PM) visit per Service Agreement year.� �Technically qualified, NIKON equipment trained service specialists, shall perform this service.� The agreement consists of the following: Exceptional service and support by certified Nikon Biosystem Service Specialists that preform preventative maintenance services and system optimization to Nikon quality specifications Pre-approved repair and service authorization � means no waiting for a purchase order to have your system repaired Labor, travel and replacement parts, as required, excluding consumable items, unless otherwise stated. Repair Parts, Labor and Travel expenses. EMERGENCY SERVICE: �Consultation with authorized Nikon Technical experts via web or phone support to reduce system downtime Emergency repair service as required during the hours of 08:00am - 05:00pm, Monday through Friday, unless otherwise stated or in applicable attachments. REPLACEMENT PARTS: ��The contractor shall furnish all required replacement parts at no additional cost to the government, with the exception of consumable parts. Parts shall be new or re-manufactured to original equipment specifications. SERVICE EXCLUSIONS:� The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. Period of Performance: 06/18/2021 to 06/17/2022.� One (1) Base Year of 12 months and 1 (1) subsequent 12-month option year. PERSONNEL QUALIFICATIONS: Personnel must be certified Nikon Biosystem Service Specialists. PLACE OF PERFORMANCE:� Service shall be performed at the following location: NIH, NIAID, TISSUE ANALYSIS CORE (TAC) 9 West Watkins Mill Road Gaithersburg, MD, 20878 *Please include your DUNS number *Include response to FAR 52.204-26 attachment and return with quote. Please include 52.204-24 if applicable. Submission shall be received not later than 10:00 a.m. EST, June 9, 2021. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the evaluation of the following price and other factors, in accordance with FAR 13.106-2(b)(3); technical capability to meet the service requirements listed above, past performance and price.
