Description
The Department of the Interior, United States Geological Survey, Sacramento Acquisition Branch, plans to contract by means other than full and open competition. The United States Geological Survey intends to make a non-competitive firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Nanometrics, Inc., located in Ottawa Canada for seismic equipment. The government issued a sources sought notice in March of 2021 which resulted in no other source capable of providing interchangeable equipment for existing Nanometrics equipment. Award will be made in accordance with Federal Acquisition Regulation (FAR) 6.302-1 and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 15 entitled, Contracting by Negotiation. Nanometrics Inc. is the only known source that is capable of meeting the governments minimum requirements. Background The U.S. Geological Survey (USGS) has a requirement to purchase earthquake and volcano monitoring systems, including integrated systems (containing both sensors and data acquisition units (DAUs)) and systems comprised of separate DAUs and sensors (either strong motion sensors or broadband sensors). This equipment will be used in the Advanced National Seismic System (ANSS), the Global Seismographic Network (GSN), and the USGS Volcano Program to serve the needs of earthquake and volcano monitoring, engineering, and research communities as well as national, state, and local governments, emergency response organizations, and the public. Applications of these devices may include urban and rural free-field and reference sites, and other types of networks, such as volcano monitoring and broadband networks. The equipment specifications required to obtain the necessary data, consistency and compatibility with the existing infrastructure can only be provided by Nanometrics Inc. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive proposals. No solicitation will be issued. A determination not to compete this action is in the sole discretion of the Government.
