#SS-CSB-079 INTENT TO SOLE SOURCE: Stress Engineering Services, Inc. - �services and equipment required to conduct disassembly of a diaphragm pump, pop test of a pressure relief valve, and leak test of a pressure relief valve within the United States, as an urgent requirement for the U.S. Chemical Safety and Hazard Investigation Board (CSB) . The Bureau of the Fiscal Service (Fiscal Service), Division of Procurement Services, on behalf of the CSB, intends to make award to Stress Engineering Services, Inc. on a sole source basis, under authority of FAR 6.302-2, for these testing/analysis services. The CSB has an urgent requirement to conduct disassembly of a diaphragm pump, pop test of a pressure relief valve, and leak test of a pressure relief valve within the United States.� The CSB requires a rapid deployment of this contract in order to effectively carry out its mission to drive chemical safety change through independent investigations to protect people and the environment. Stress Engineering is currently storing the equipment for the CSB; CSB�s storage contract ends in June and therefore this testing must be completed by the end of June. Any further delay will require the CSB to spend additional time securing another storage contract which will unacceptably delay the CSB�s investigation.� Stress Engineering is the entity available to perform the work immediately. Certifications and qualifications held by employees that are to perform the scope of work shall be included in any response to this Notice. NO SOLICITATION IS AVAILABLE. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 4:00 PM EST, on Wednesday, May 26, 2021. Any responses that are received must be submitted electronically to purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov, Attn: MLW/DLH, CSB-Stress. �After May 28, 2021, Fiscal Service shall make award on a sole source basis to Stress Engineering Services, Inc. No other information regarding this Special Notice will be provided. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
