Description
INTENT TO SOLE SOURCE: The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is Government printing service. This requirement will be used to establish will design the rehabilitation folder (based on previous toolkit designs and color schemes), design and format 22 new toolkit inserts as well as update the color and titles on 9 existing inserts from previous toolkits to be used in this edition. The design team will ensure all 31 pdfs that are converted to the InDesign format for printing are 508 compliant. Final product will include the printing specifications and 508 compliant pdfs that GPO can then use for printing the toolkits at the VA Greater Los Angeles Healthcare System (VAGLAHS). The contract period shall be for one week. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 6/17/2021. The proposed period of performance shall be from June 17,2021 June 23, 2021. Total estimated value for the Base Year is $22,000.00. The place of performance is at the VA Greater Los Angeles Healthcare System (VAGLAHS) located at 11301 Wilshire Blvd., Los Angeles, CA 90073. The North American Industry Classification System (NAICS) for this requirement is, 541430 Graphic Design Services. Product of Service Code for this requirement is, R406 Professional Policy Review/Development. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. All inquiries and concerns must be addressed in writing via e-mail to Robert Regan at robert.regan2@va.gov with the following information referenced in the subject line, Request for Information (RFI) 36C26221Q0794 Design Toolkit. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible and capable may identify their interest and may submit their size of the business, DUNS number and an offer or quotation which shall be submitted to the agency no later than 10:00 AM Pacific Standard Time (PST) on 6/1/2020, to Robert Regan at robert.regan2@va.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt. The purpose of this Statement of Work is to outline the tasks and responsibilities of Government Printing Office (GPO) Creative services to meet the needs of the VA Greater Los Angeles Healthcare System for the VA Geriatric Scholars Program, a national VA workforce development project that is funded through the VACO Offices of Rural Health and Geriatrics and Extended Care. Dates: Inclusive dates for the work are June 16, 2021 June 23, 2021. Request justification: The Geriatric Scholars Program is a national workforce development program that provides training in geriatrics and disseminates educational materials to VA clinicians across the country. The Rehabilitation toolkit is a brand-new addition to the collection of VA toolkits covering a wide variety of medical topics. The previous toolkits developed focused primarily on assisting Primary Care clinicians (physicians, nurses, etc.) and this edition is specifically designed to provide the VA Rehabilitation Therapist workforce with a comprehensive toolkit to assist them in patient evaluation and treatment. Benefit to VA employees --- The Geriatric Scholars Program is part of the VA initiative to improve care and retain staff in rural areas, to deliver Patient-Centered Care in Patient Aligned Care Teams and meet VA strategic goals. This toolkit was developed to assist VA rehabilitation therapists in identifying and addressing various morbidities in their patient population. This resource will provide clinicians with the means to better serve our veteran population and falls in-line with the VA s goal of becoming a highly reliable organization and providing the highest quality healthcare possible for our veterans.  Harm to VA if work is not done --- The VA Office of Rural Health accepted the funding on behalf of the VA Geriatric Scholars Program and transferred funds to the administrative Hubsite (GLA). The VA Deputy Undersecretary for Health and Operations Management announced the program to the Network Directors and all VISNs are required to assist the Geriatric Scholars Program achieve its goals in training our workforce in geriatrics. Failure to use funds would reflect poorly on GLA and VISN 22 management.
