- Special Notice - Notice of Intent to Single Source U.S. Army Corps of Engineers, Portland District intends to negotiate/award a single source, firm-fixed-price, non-personal, commercial service contract to the Nez Perce Tribe for monitoring traditional cultural properties (TCP) and historic properties of religious and cultural significance to Indian tribes (HPRCSIT) to evaluate changes in site conditions through time. The purpose of this acquisition is for the contribution of traditional knowledge and input from the Nez Perce Tribe as part of assisting the Corps with National Historic Preservation Act Sections 106 & 110 compliance. The requested services include researching and conducting interviews and any potential records review of previous cultural or ethnographic resources related to work within Bonneville and The Dalles Project.� The U.S. Army Corps of Engineers (Corps) and the Bonneville Power Administration (BPA) (Agencies) are jointly responsible for compliance with Sections 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System-wide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS). The Corps, Portland District manages Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS. The Corps is the land manager for Bonneville and The Dalles Projects (Projects).� The Corps gathers data to assess the condition of historic properties located on project lands and other lands within the Area of Potential Effects (APE) for Project operations. In FY20, the Nez Perce Tribe developed a plan for monitoring traditional cultural properties (TCP) and historic properties of religious and cultural significance to Indian tribes (HPRCSIT) to evaluate changes in site conditions through time.� This contract shall build upon that plan by gathering baseline conditions at six (6) site HPRCSITs at the Projects. The objective of this contract is to gather information that can assist in the development of long-term cultural resource management decisions.� The statutory authority for this non-competitive acquisition is 41 U.S.C. 1901(e) as implemented by FAR 13.106-1 Soliciting Competition (b) soliciting from a single source. A solicitation will not be posted as the Government intends to proceed with this single source action. The NAICS code is 541990 � All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $16,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative electronic responses are received by 12:00 PM Pacific Daylight Time on Tuesday, 09 June 2021, an award will be made without further notice. Electronic responses and questions shall be submitted via email to the contracting POC listed below. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
