Description
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is seeking capability statements for providing facilities services, as described herein, for Goddard Space Flight Center (GSFC) Greenbelt, MD, Wallops Flight Facility (WFF), VA, and NASA Headquarters (HQ), Washington, DC under a contemplated NASA Regional Facilities contract. The services to be provided under this contract include, but are not limited to: Facilities Operations and Maintenance (O&M) services, Architect-Engineering (A-E) services, Construction Services, and Facilities Information Resources (IR) services.� GSFC Greenbelt is comprised of 1270 acres with 37 major buildings, 3.8M gross square feet (gsf) and approximately 8000 on-site employees.� GSFC WFF entails approximately 1.5M gsf spread across smaller buildings over approximately 6000 acres with about 1200 on-site employees and also includes the US Navy as a tenant organization.� NASA HQ resides in a leased building in downtown Washington DC. �Facilities include office buildings, technical facilities such as clean rooms, integration and test spaces, laboratories, launch facilities, an airfield, and warehouses.� In support are power, water, wastewater, storm water, steam, chilled water, fire alarm, geothermal, and other utilities. The contractor will provide full O&M services in support of all facilities at GSFC Greenbelt and Wallops, and a smaller scope for the HQ facility.� Operations include operating a central steam, chilled water, and emergency power central plant at GSFC, as well as staffing a facilities operations console 24/7, performing planned outages, snow removal, utility locating, and more.� At the WFF site, operations include water and wastewater treatment plants, a propane storage facility, emergency generators for launch support, and more.� Maintenance at both sites, GSFC and WFF, includes planned preventive maintenance, programmed maintenance, and predictive testing and inspection for the facility assets identified in the CMMS.� It also includes unscheduled maintenance covering trouble calls, repairs and replacements.� The maintenance requirements at HQ entail schedule and unscheduled maintenance for a defined set of facility assets. A-E requirements under this prospective contract will include engineering studies, institutional planning and project designs for new construction, renovations, and rehabilitation for both infrastructure needs and customer mission needs.� Construction requirements will be in support of the facilities rehabilitation and modernization program and will provide for the construction of new customer spaces supporting their science, flight, or mission operation needs.� Projects might involve site utilities, roads, office renovations, small data centers, laboratories, HVAC or power upgrades, safety and more.� Construction projects may follow a design-bid-build process or design-build for quicker less complex projects. �Construction projects will follow specifications and may involve commissioning efforts depending on the nature of work.� The Information Resources services to be provided include those in direct support of GSFC and to a lesser degree Navy facility organizations.� The contract will provide IT tools necessary; including computer aided drafting and design (CADD), computer aided facilities management (CAFM), Geographic Information System (GIS), computerized maintenance management system (CMMS), construction documentation software.� It will also provide the services to ensure effective building and horizontal infrastructure models and readily useable facility databases, and fully compliant Operational Technology systems. NASA GSFC is seeking capability statements from all interested parties, including all socioeconomic categories of small businesses and historically black colleges and universities (HBCU)/minority institutions (MI), for the purpose of determining the appropriate level of competition or small business subcontracting goals for Repairs, Operations, Maintenance and Engineering (ROME) Services.� The Government reserves the right to consider a small, 8(a), women-owned, veteran-owned, service disabled veteran-owned, economically disadvantaged women-owned or HUBZone small business set-aside based on responses received.� The North American Industry Classification System (NAICS) code is 561210 and the corresponding small business size standard is $41.5 million (calculated in accordance with 13 CFR 121.104). Interested firms having the required capabilities necessary to meet the requirements described herein should submit a capability statement of no more than 10 pages, no greater than 3MB, indicating the ability to perform all aspects of the effort. A page is defined as one side of a sheet, 8 1/2"" x 11"", with at least one-inch margins on all sides, using not smaller than 12-point type.� Responses must be submitted electronically in portable document format (PDF), with searchable text.� The capability statement must include: company�s name, address, and a point of contact (name, e-mail address, and address); Data Universal Numbering System number and cage code; number of years in business; annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used; company�s size and socioeconomic status under NAICS code 561210; ownership, affiliate information (as applicable) including parent company and joint venture partners; interest as a prime or subcontractor; interest in being included on an interested parties list; and specific capabilities relevant to ROME requirements.� It is not sufficient to provide general brochures or generic information.� In addition, the capability statement must include, at a minimum, three contracts in effect during the period:� April 1, 2018 to the present.� For each contract, identify/provide the following:� contract number; customer name; period of performance; a brief description of relevant work performed; company role (i.e., prime or sub); number of employees; contract or subcontract value; and previous and current facility clearance levels (FCL).� Responses should not include proprietary or confidential information; however, if proprietary data is included in a reply, it is to be marked as such. GSFC is also interested in feedback, with supporting rationale, from industry regarding subcontracting opportunities and phase-in length. This feedback may be used as research information to support development of an acquisition strategy and is excluded from the page limitation identified above. �NASA intends to update this notice on beta.SAM.gov to announce future opportunities for NASA and industry exchanges regarding ROME. All responses shall be submitted electronically via email to Carol.R.Wooten@nasa.gov no later than June 8, 2021. Please reference GSFC210IROME5242021 in any response.
