36C25021Q0731 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Biotek Synergy H1 Hybrid Multi-Mode Reader w/Laptop The Ann Arbor Veteran Affairs Medical Center, 2215 Fuller Road, MI 48105 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 541711 with a small business size standard of 1,000 employees. The VA intends to solicit and negotiate with Fisher Scientific Company LLC., 4500 Turnberry Drive, Hanover Park, IL 60133-5491. The Ann Arbor VAMC is requesting one (1) BioTek Synergy H1 Hybrid Multi-Mode Reader and (1) BT Computer Laptop to be used during Research Services. The Lab currently use outdated plate readers for absorbance (ELISA assays) and fluorescence (NETosis assays) which can only perform end-point measurements and simple analysis. The Synergy H1 will be an all-in-one absorbance/fluorescence/luminescence plate reader that has the capacity for tunable wavelengths allowing for both time-resolved fluorescence and FRET, heat and CO2 regulation for longitudinal studies, and the most up-to-date and sophisticated analytical software. The H1 will allow for the research labs to improve the sensitivity and sophistication of their plate-based assays. Other persons/vendors may identify their interest and capability to respond to this requirement by Thursday, May 27, 2021 at 12:00pm (EST). Such capabilities information will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
