- Special Notice - Notice of Intent to Single Source U.S. Army Corps of Engineers, Portland District intends to negotiate/award a single source, firm-fixed-price, non-personal, commercial service contract to Warm Springs Geo Visions in Jefferson County, Oregon, on behalf of the Confederated Tribes of the Warm Springs Reservation of Oregon (CTWSRO). The purpose of this acquisition is for the contribution of traditional knowledge and input from the Warm Springs Tribe as part of assisting the Corps with National Historic Preservation Act Sections 106 & 110 compliance. These services are for compiling a historic context statement and management recommendations for the Lone Pine/Wac�?qs Fishery.� The historic context statement and recommendations will provide the foundation for a potential future National Register district evaluation and long-term management of the Corps owned land.� The U.S. Army Corps of Engineers (Corps) and the Bonneville Power Administration (BPA) (Agencies) are jointly responsible for compliance with Sections 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System-wide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS). The Corps, Portland District manages Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, state historic preservation offices, and other agencies for cultural resource management in compliance with sections 106 and 110 of the NHPA. The Corps is the land manager of The Dalles Project and gathers data to assess the condition of historic properties located on Project lands and other lands within the area of potential effects (APE) for Project operations.� A determination of eligibility (DOE) is a legally recognized finding that a property meets the criteria for listing in the National Register of Historic Places (National Register). Under Sections 106 and 110, eligible properties require the same consideration as properties formally listed in the National Register; the federal agency official takes into account the effects of an undertaking upon them. In the case of sites located within the FCRPS, the effect continues to occur due to the on-going nature of the undertaking, the operation of the dams and reservoirs for authorized purposes. Work outlined in the Performance Work Statement (PWS) for this action includes tasks to compile a historic context statement and management recommendations for the Lone Pine/Wac�?qs Fishery.� The historic context statement and recommendations will provide the foundation for a potential future National Register district evaluation and long-term management of the Corps owned land. The Lone Pine sites are characteristic of a complex community, rather than a seasonal camp, and a DOE would acknowledge how the sites interacted to form a functional community with a fishing basis.� A fishery district would examine the relationships among sites that function together as a fishery.� The historic context statement will assist in the development of long-term cultural resource management decisions.� The statutory authority for this non-competitive acquisition is 41 U.S.C. 1901(e) as implemented by FAR 13.106-1 Soliciting Competition (b) soliciting from a single source. A solicitation will not be posted as the Government intends to proceed with this single source action. The NAICS code is 541990 � All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $16,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative electronic responses are received by 12:00 PM Pacific Daylight Time on Tuesday, 08 June 2021, an award will be made without further notice. Electronic responses and questions shall be submitted via email to the contracting POC listed below. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
