- PART I � COMBINED SYNOPSIS/SOLICITATION TREE MAINTENANCE/TRIMMING/REMOVAL SERVICES, COLUMBIA BASIN JOB CORPS CENTER, 6739 24TH STREET, MOSES LAKE, WA PERIOD OF PERFORMANCE: �DATE OF NOTICE TO PROCEED THROUGH DECEMBER 31, 2021 1)�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 2)�� �This combined synopsis/solicitation is issued as a Request for Quotation (RFQ), number 1035875. 3)�� �The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-5 dated March 10, 2021. 4)�� �This acquisition is solicited as a total Small Business Set-aside under NAICS Code with 561730 a small business size standard of $8.0M. 5)�� �See the attached Schedule of Supplies or Services for the line item number and item, quantity, and unit of measure. �The attached bid schedule shall be used to develop and submit price proposals. 6)�� �Basic description of this acquisition and resulting contract is to provide all supervision, labor, management, supplies, materials, and equipment necessary to perform work required for the removal and reconstruction of numerous trees located on Columbia Basin Job Corps Center in accordance with the specifications and provisions contained herein. �See Part III, �Contract Documents and Attachments� of this RFQ for a full description of the requirements. 7)�� �A site visit may be arranged through the Contracting Officer�s Representative if time permits. �Photographs of some trees are attached for information purposes. �Should a site visit be desired, e-mail parrish.carbins@usda.gov for availability and coordination. While on site all vendors must wear a face-covering (in accordance with state mandate) and must �have their temperature checked when they arrive on-site. 8)�� �One single award shall be made against this acquisition as a lump sum Firm Fixed Price contract. �The period of performance for this firm fixed price contract shall commence upon the issuance of a Notice to Proceed and end December 31, 2021. �Work shall be performed at the Columbia Basin Job Corps Center, 6739 24th Street, Moses Lake, WA. 9)�� �Federal Acquisition Regulation (FAR) provisions 52.212-1, Instructions to Offerors-Commercial; and 52.212-2, Evaluation-Commercial Items applies to this acquisition and are included in Part III of this RFQ.� 10)�� �To be considered responsive, all offerors shall have and maintain an ACTIVE registration in the System for Acquisition Management (SAM), to include completion of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. �As a part of the submission package, all offerors shall certify they hold an ACTIVE registration in SAM. �SAM can be electronically accessed at System for Award Management (sam.gov) 11)�� �FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and are attached in Part II of this RFQ. 12)�� �All questions regarding this acquisition must be submitted in writing by 12:00 pm Mountain Time, Wednesday,�May 26, 2021 to melissa.donato@usda.gov.� �13)� �All offers must be received electronically to�melissa.donato@usda.gov by the closing date and time for receipt of offers being Friday, June 4, 2021 @ 12:00 pm Mountain Time. �Late proposals will not be considered. 14)�� �Please contact Melissa Donato @ melissa.donato@usda.gov for information regarding this combined synopsis/solicitation. �Alternative point of contact is the Contracting Officer Jennifer McCord who may be reached at jennifer.mccord@usda.gov . �
