Description
The NAVSUP Fleet Logistics Center Philadelphia intends to solicit on a sole source basis to TCG for the Boss software maintenance support as a product. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within two days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 334614. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. TCG software and systems must interact with the JID-TC�s JICO Simulator data link equipment. These TCG produced systems are part of the JICO simulator and must properly be maintained by renewing the software licenses to ensure JICO and JID-TC students can produce and display timely and accurate data link track pictures for course completion and certification. TCG owns all rights to the Boss software as the original OEM. As such, only TCG has access to the software source code that is required for the provision of the required maintenance support to include system upgrades/updates, maintenance releases, patches, bug fixes, troubleshooting, and help desk support. Without access to the source code, no other firm can provide the required support. Furthermore, the use of another provider�s maintenance would leave the existing Boss software assets� support unfilled. Market research indicates other companies� similar products, or products lacking the particular features required, do not meet, or cannot be modified to meet, the agency�s needs. The Boss software maintenance (as a product) meets the minimum requirements of the government. Only TCG can provide the required maintenance support (as a product)
