- THIS SPECIAL NOTICE IS NOT A REQUEST FOR QUOTES. This notice is for informational purposes only. The intent of this Sources Sought Notice 36C24421Q0721 is to identify any SDVOSB/VOSB vendors who can provide fuel two estimated ~800-gallon tanks with off road diesel fuel listed in the attached Statement of Need. This is neither a solicitation nor a promise of future work. You are encouraged to submit your company s information and capability statement in response to this Sources Sought Notice. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issues an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. Potential vendors should respond with their ability to provide the following: The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4) Wilkes Barre VAMC located at 1111 East End Blvd Wilkes-Barre, PA 18711 is seeking information and potential qualified sources capable of meeting the Statement of Need (SON). The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of interested parties to demonstrate to the government that they can provide the equipment or supply that fulfills the required minimum specifications mentioned above. SON The Department of Veterans Affairs (VA), VISN 4, Network Contracting Office 4 (NCO 4) Wilkes Barre VAMC located at 1111 East End Blvd Wilkes-Barre, PA 18711. has a requirement to continually fuel two ~800-gallon tanks with off road diesel fuel. The tanks support two diesel generators supplying power to a temporary chiller system. The vendor will provide on call deliver of fuel to the Wilkes Barre VAMC, until a fuel burn rate can be established. The vendor may be required to fuel the tank(s) every 12. hours to be based on the generator s consumption to including nights, holidays, and weekends. Currently, we do not have any fuel consumption data. The contractor shall deliver fuel to the back side of the boiler plant and to the North entrance area, where the temporary chillers/generator will be located. The contractor may also be infrequently called to deliver at other locations on the Wilkes Barre VA grounds such as boiler underground storage tanks and emergency electrical generator tanks. All fuel shall be ultra-low sulfur (<15ppm) - off road (untaxed) Diesel fuel. Once the load on the generators and the fuel consumption rate is established the contractor shall develop and maintain a refilling schedule to continually fill the tanks so that the generators will have fuel. The VA will retain the ability to call the contractor 24hours a day for a fuel delivery if the consumption rate changes (Load increases) Should the contractor elect to install a bulk fuel tank on site to reduce the number or frequency of deliveries the tanks specifications, size, location, power requirements, and filling procedures shall be established with the COR. The period of performance shall be from the notice to proceed to 60 calendar days after notice to proceed. The contract is limited for all services; (fuel, delivery charges, and fees). The vendor shall provide biweekly invoices for payment to the Contracting officer and to the VA automated invoice system. 1. Can pricing be changed from job to per gallon fee ? Answer: Yes, please quote job as you see fit. This is a new requirement. 2. What would the turnaround time be for the fuel request? Would 24 hours be accepted? Answer: Yes 3. What size hose is needed to reach the tanks? Answer: A standard delivery truck has more than enough hose to accommodate. 4. What size fitting is needed? Answer: Typically fuel tanks carry several nozzles. 4: that is typically 9 above grade. We will supply the ladder.
