Description

PRE-SOLICITATION NOTICE NOI-NIAID-2078189 NAICS � 518210 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Definitive Healthcare, LLC, Framingham, MA to procure deliverable data from the vendor for zip code level data on rates of atopic dermatitis for each month for every year from 2016-2020, with a access to additional physician data as needed, and training on how best to extract information from the database for other atopic diseases such as asthma. Definitive Healthcare�s system allows pulls from numerous sources which include commercial data.� If NIAID were to limit the analysis to Medicare data, they cannot get data on pediatrics.� If limited to only Medicaid, they would only capture Americans from low income backgrounds � however atopic dermatitis cuts across all income backgrounds and would miss areas of disease with greater means that Medicaid would qualify for.� Thus, to capture a genuine snapshot of the rate of atopic dermatitis in the US, NIAID must derive it from a source with access to commercial (i.e. private practice) providers. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2078189 to Dana Monroe at dana.monroe@nih.gov by 5:00pm PDST Tuesday, May 25, 2021. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
