Description: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M2-21-Q-00767 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. �� The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Oxford Laboratory, Oxford, MD, has a requirement for generator maintenance.� The Period of Performance is September 15, 2021 through September 14, 2022 with four (4) consecutive option years. The Place of Performance address is NOAA/NOS/Oxford Lab, 904 South Morris Street, Oxford, MD 21654-9724. The Government will award a firm fixed price contract based on Best Value/Trade Off. Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a Size Standard of $8 million. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4275, Revision Number 14, dated April 14, 2021. Offeror Instructions Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. Site Visit A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract. Please contact Greg Wilson, Greg.Wilson@noaa.gov, to schedule a site visit. Site Visits shall be scheduled and completed no later than June 4, 2021. All questions must be submitted in writing to Natasha.Thieman@noaa.gov by 11:00 A.M. Eastern on June 7, 2021. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on June 10, 2021; any award resulting from this RFQ will be made based on Best Value/Trade Off. Quotes must be submitted electronically via e-mail to Natasha.Thieman@noaa.gov. The anticipated award date is on or about June 17, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes.
