- Description
- This is a combined synopsis/solicitation W912HZ21Q6738 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) requires commercial sources for the procurement of Hazardous Waste Disposal Services in order to accomplish their mission. The ERDC intends to establish Master Blanket Purchase Agreements (BPA�s) in order to facilitate the procurement of these services. A BPA is a simplified method of filling anticipated repetitive needs for supplies or services by establishing �charge accounts� with qualified sources of supply. Pursuant to Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements (BPAs), the Contractor agrees to the identified terms and conditions for a BPA to provide the required Hazardous Waste Disposal Services exclusively with the U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC). When requested, the vendor shall provide Hazardous Waste Disposal Services at the ERDC Vicksburg, 3909 Halls Ferry Road, Vicksburg, MS 39180 in accordance with the Performance Work Statement (PWS) for the individual BPA Call. The Master Blanket Purchase Agreement (BPA) does not obligate any funds. The government shall be obligated only to the extent of authorized purchases actually made via a properly executed BPA Call. The Government estimates, but does not guarantee, that the total volume of purchases through this agreement will be $150,000.00 over a 5-year period. Individual purchases shall not exceed $30,000.00. There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor. Actual purchases will be made via properly executed BPA Calls. These calls will be initiated at the time the services are needed by an authorized representative of the Contracting Office or by a warranted Micro-purchase Contracting Officer. RESPONSE REQUIREMENTS Interested vendors need to provide a response (letter format) which verifies the company interest in providing the needed services and confirmation that they can provide the requested services within the delivery guidelines identified in this Solicitation. Interested vendors response should include a web site, price list or catalog which shows representative costs for Hazardous Waste Disposal Services (if available). There is no requirement for a �pricing bid� associated with this action. Interested vendors should include pricing for the First BPA call (Attachment 2). Interested vendors response shall include the company Cage Code and/or DUNS number. There is no requirement for an overall �pricing bid� associated with this action. This procurement is being competed as a 100% Small business Set-Aside. The North American Industry Classification System Code for this procurement is 562211 � Hazardous Waste Treatment & Disposal; Size Standard $41.5 million annual receipts. This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, FAR Part 13, Simplified Acquisition Procedures, and FAR 13.303, Blanket Purchase Agreements. Potential vendors may access the following attachments below: Attachment 01 (Overall Performance Work Statement) Attachment 02 (Performance Work Statement for First BPA Call) In accordance with the attached Performance Work Statement for First BPA call (Attachment 02), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. � FAR 52.212-2 - Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1)� Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 2)� Price The vendor must submit the following so the Government can evaluate the offeror�s technical acceptability: � 1) Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 � 2) Overall Price List � 3)� Must include a completed pricing sheet for the First BPA call (Attachment 02). � � It is incumbent upon the quoter to submit sufficient documentation and information for the Government to determine technical capability and quoted price.� Failure to submit sufficient information for the government to determine technical capability and quoted price may be cause for rejection of your quote. � SAM Registration: Pursuant to FAR Provision 52.204-7, prior to award quoters shall be registered in the System for Award Management (SAM), if you are not registered in (SAM), an award CANNOT be made to your company. You may register electronically at https://sam.gov/SAM/� � Before a complete evaluation of your quote can be made the Offeror must provided ""Offeror Representations and Certifications"" for their company. The preferred method for providing Reps & Certs is to include this information in your SAM registration. Offerers who do not include their Reps & Certs in their SAM registration must print, complete, and include FAR Clause 52.212-3 Alt I, Offeror Representations and Certifications - with their quote package.
