- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER AND THE NATIONAL MARINE FISHERIES SERVICE (NMFS) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH OCEAN GOLD SEAFOOD OUT OF WESTPORT, WA FOR THE INSTALLATION OF A SCIENTIFIC ECHOSOUNDER SYSTEM ON A COMMERCIAL FISHING VESSEL USED IN NOAA�S CALIFORNIA CURRENT ECOSYSTEM SURVEY . � ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) DETERMINATION THAT OCEAN GOLD SEAFOOD is the only source available to provide THESE SUPPLIES AND SERVICES. The proposed contractor is unique in that they have completed two nearshore surveys in conjunction with the NOAA FSV in 2017 and 2019, and the Contractor has competed for and was awarded Cooperative Research funds in an annual SWFSC competition that is designed to support fishing industry research that will best support management of fisheries stocks off the West Coast of the U.S., under management control of the Pacific Fisheries Management Council. Consistency in the FV is necessary to maintain continuity in the ATM survey time-series, and is advantageous to the safety and efficiencies in operations. The proposed contractor has completed previous research for the SWFSC. For the two earlier surveys, FV Lisa Marie was fitted with Government provided acoustic equipment. Through this contract, the Contractor will purchase, permanently install, test and use a scientific echosounder system that is operationally equivalent to that installed and used on the NOAA FSV. This approach will improve survey efficiency, reduce noise in the data, and allow the application of standardized multi-frequency species identification algorithms. The owner of the vessel has already made physical changes to the vessel in order to accommodate the scientific echosounder system that will provide data collection and sampling for the SWFSC, in summer 2021. A continuing industry collaboration for nearshore sampling is anticipated. The SYSTEM MUST BE INSTALLED NO LATER THAN 7/2/2021. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
