- Content Architecture Database Management (CADM) Statement of Work SCOPE The Department of State Global Engagement Center (GEC) seeks assistance in Content Architecture Database Management (CADM) which comprises acquiring content and conducting media monitoring and analytics across a variety of media platforms, including television, web, and social media, to counter propaganda and disinformation and enable sentiment, behavior, and trend analysis. CADM examines broadcast media attention on local or global issues affecting target audiences in specified regions. The GEC requires that these services be provided using existing tools to deliver customized support to the GEC's operational requirements along geographic directorates and associated problem sets. The GEC requires full operational capacity on day one of award and proven qualifications for similar services, existing data baselines in priority regions of engagement, and proven global reach and scalability for content acquisition and analysis. The technically acceptable solution will incorporate English and non-English media as appropriate. The solution will utilize industry best practices in technology and operational security. TASKS TASK 1: Media Content Acquisition The contractor will acquire a variety of digital media broadcast content based on flexible operational requirements. The contractor must also possess the technical ability to track media content and propagation through both social media, print media and broadcast domains. The content acquisition and tracking must be scalable to GEC directed changes in volume and geography. TASK 2: Media Analysis The contractor will produce finished reporting on media messaging in identified geographic area of interest. This includes the labeling of open source data into measurable objects through enriched and quality controlled meta-tagging of multiple types of media data, which shall include but are not limited to radio, print, web, social media. Data enrichment and collection must be scalable to incorporate evolving volume, language and geographic priorities. On order, and with additional modifications to this SOW, the vendor will conduct a range of additional analytic and support tasks. These tasks may include expanded data collection and enrichment, software engineering support, data science and machine learning modelling and regional and functional data visualization, analysis and reporting. Personnel All personnel shall possess the skills, knowledge and abilities to successfully complete the required tasks. � Security RequirementS Top Secret Clearance with the ability to obtain SCI is required for onsite personnel. A Top Secret facilities clearance is required for the contractor. 5.� Place of Performance The work under this task will take place in one of the following Department of State locations, or at a designated location in the metropolitan Washington DC area: Harry S Truman��� 2201 C St., N.W.��� Washington,�DC�20520 State Annex 4 2430 E Street, N.W.�� Washington, DC 20520-0000 GEC hosted facilities in/around the DC Metropolitan Area.� Remote work and Telework may be required for this position and an alternate worksite may be established upon agreement with the COR, Contractor, and Department. GOVERNMENT FURNISHED PROPERTY The Department of State will provide the professional service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service. The Department will also provide printers, faxes, and copiers. Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DoS related business.� Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided.� The Department will provide computer storage space on the Department�s unclassified network to host the professional service employee deliverables. All deliverables (e.g., documented procedures, customized software, applications and enhancements) are the property of the Department of State and will be returned to the Department of State upon completion of the support services. 7.� Travel � Domestic and/or international travel may be required of the contractor personnel assigned to this task order.� For example, contractor personnel may travel for on-site inspections, data collection, professional consultations, and/or to attend professional training courses, conferences or workshops.� All travel will be on an as needed basis, and must be authorized and coordinated, in advance, by the Government PM, with approval by the COR, and pending availability of funds.� No more than a few days of travel per year are expected. The contractor shall be responsible for handling all administrative and logistical responsibilities related to travel opportunities for all contractor personnel assigned to this task order.� These responsibilities include, but are not limited to, making all travel arrangements (lodging and transportation) and payment thereof.� All travel is receipt reimbursable in accordance with the Joint Travel Regulations.� All travel arrangements must comply with the GSA allowances for per diem and lodging rates. � �
