Description
Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential businesses, especially any Small Businesses, Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) offerors capable of providing a Benchtop MRI system for the VAMC Philadelphia, PA as listed in the below Statement of Need utilizing NAICS Code 339112. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability and responsibility to provide the principal components of supplies/services listed in the information below. Responses should include the following information: Business name, address, Point of Contact, Service-Disabled Veteran Owned Small Business info and if they are a manufacturer of the items. All information is to be submitted via e-mail to ronald.kline@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 12:00 pm (EST) on Tuesday, May 25, 2021. No submissions will be accepted after this date and time. Questions can be submitted electronically to ronald.kline@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey either. Statement of Need Salient Characteristics, Benchtop MRI Magnetic field strength 4.7 Tesla (T) The magnetic field strength determines the size of features that can be imaged. Because the system is for imaging small animals (mice/rats), who have much smaller organs and tissues than humans, a high magnetic field strength is required. Magnetic field strengths below 4.7T are not sufficient for the scientific studies the system will be used for. Magnet type cryogen-free superconducting magnet, water chilled, fully shielded (see below for details) Traditional animal MRIs require liquid nitrogen and helium coolants (cryogens) to super-cool the magnet to allow for imaging. Because of this, traditional animal MRIs are very expensive, large, and heavy. The magnetic field of traditional MRIs also extends several feet beyond the casing of the magnet (which can cause a hazard if there are nearby metal objects nearby). These characteristics require extensive special facility modifications to support the instrument, such as shielding installed within the walls, reinforcement of the floors, and a large room space. The only available location for the animal MRI in the Research Building does not have these modifications in place, and the medical center cannot support the cost of such extensive renovations. Additionally, the cost of traditional animal MRIs exceeds the dollar amount allocated by the VISN HCHT equipment request. The cryogen-free system available from MR solutions eliminates the need for costly facilities renovations, as the unit has a small footprint, requires only a water chiller for cooling the magnet, and incorporates full magnetic field shielding within the unit. Sample/animal bore diameter 17cm This is the minimum bore size required to accommodate live mose and rat imaging. Includes anesthesia system/hookup for mice and rats The anesthesia system is necessary to keep the animals asleep when they are in the MRI scanner. Equipped with gradients, electronics and radiofrequency coils necessary for imaging (detailed below) The MRI system requires several peripheral components for functionality, which are further described below. The system will not function without all of these components. The contractor must be able to provide the following system and components: MRS*DRYMAG 4717PW Preclinical MRI system 4.7T/17cm The MRS*DRYMAG-4717PW is a 4.7T preclinical MRI system, specifically designed for live animal imaging of mice and rats and small specimen imaging. This system is based on advanced cryogen-free superconducting magnet technology.
