- Statement of Work for Inpatient TV Service Summary: The Birmingham VAMC requires High Definition (HD) signal programming for 300 drops at the Birmingham VA Medical Center. The facility is currently outfitted for Standard Definition (SD) signals and the base year of the agreement shall include upgrading the facility to HD programming. The signal will be received and distributed by existing VA owned DishNetowrk Smartbox system. The contractor shall be responsible for the signal from the antenna to the Head-In System. The Birmingham VA Medical Center shall be responsible for signal distribution from the Head-In System. The contractor shall also be responsible for annual maintenance to overhead units and on-demand repairs on an as needed basis. Scope of Work: The contractor shall provide all resources necessary to provide HD TV service for 282 locations at the Birmingham VA Medical Center located at 700 South 19th Street, Birmingham, AL 35233 Performance Period: The contractor shall provide service as indicated in this Statement of Work (SOW) for a period of one year from award date (with four (4) option years). Background: The headend system currently in place is proprietary to Dish Network. There are 282 cable TV locations and our current monthly subscription is for a custom 32 channel lineup (includes SEC network and all the western varieties) PLUS 4 injectable channels created locally. We currently operate with a Dishnetwork Smartbox. It consists of a 16-slot chassis, with 5 used slots and 11 available slots. The used slots are as follows: 2-slots contain Satellite Receiver blades, (model #2071) 1-slot contains an Off-Air Receiver blade (model #2091) 1-slot contains an Analog Output blade (model #2093) {This unit is still active, but no longer necessary and should be decommissioned} 1-slot contains a QAM16 (model #2095) {This unit outputs 16 digital channels, the combined satellite and over-the-air channels} To provide a direct replacement for what we currently pay for through a credit card, we will need an annual contract that supplies 16 digital HD satellite channels compatible with the existing DishNetwork Smartbox system and supplying up to 282 locations. Location of Services: Birmingham VA Medical Center: 700 South 19th Street, Birmingham, AL 35233 Specifications of Work: The contractor shall be responsible for 300 digital signal programming drops at the Birmingham VA Medical Center Provide signal from the antenna to the Head-In System Annual preventative maintenance to overhead units On-demand repair services as needed At a minimum, the following channels to the Richmond VA Medical Center: ABC 33/40 NBC 13 CBS 42 FOX 6 CW 21 MYTV 6B GRIT TV ME TV TBS TNT USA AMC HGTV DISCOVERY HISTORY TRAVEL CHANNEL HLN CNN FOX NEWS TWC ESPN ESPN2 ESPNU SEC B.1.4 Hours of Coverage: All non-disruptive work is to be completed between 8:00 a.m. and 4:30 p.m. (normal BVAMC working hours) Monday through Friday, except as requested or approved by the COR for special circumstances. Work which would be disruptive to the daily operations of the facility, such as the testing of annunciation devices, shall be performed after normal working hours. A. Normal hours of coverage shall be Monday through Friday from 8:00 a.m. to 5p.m., excluding weekends and federal holidays. All service/repairs will be performed during normal hours of coverage unless requested or approved by COR and CO. B. Preventive maintenance inspections are to be scheduled at least one week in advance with Contracting Officer s Technical Representative (COR). Coordination may be done by telephone. C. Preventive maintenance inspections will be performed at a frequency in accordance with manufacturer recommendations. D. Federal Holidays observed by the DVAMC are: New Year s Day, Labor Day, Martin Luther King Day, Columbus Day, President's Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, Christmas Day.
