Description

The U.S. Food & Drug Administration (FDA) intends to issue a Sole Source follow-on award to Malvern Panalytical for procurement of one (1) each new Multi-Angle Light Scattering Detector.� The Government intends to issue a sole source award in accordance with FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated requirement. FDA Center for Drug Evaluation and Research (CDER) is seeking to update the instrumentation used for multi-angle light scattering (MALS) detection. The FDA lab is currently in possession of the OMNISEC Reveal, manufactured by Malvern Panalytical. This is the concentration detector. To meet this requirement, FDA requires that the MALS system be capable of interfacing with the existing OMNISEC Reveal component and the supporting software. Viscotek SEC-MALS 20 is the only known MALS detector that is capable of providing complete compatibility with existing instrumentation and software. Malvern Panalytical is the sole source manufacturer of OMNISEC Reveal and Viscotek SEC-MALS 20 instruments and the supporting software for all the Malvern Panalytical systems in the United States and Canada. This includes all service, preventive maintenance, parts, and calibration procedures developed by Malvern Panalytical. This will be a firm fixed price award.� The NAICS Code is: 334516 Analytical Laboratory Instrument Manufacturing. However, all responsible sources may submit a capability statement to Sarah Hussain, sarah.hussain@fda.hhs.gov in writing and must be within seven (7) days after date of publication of this notice which may be considered by the agency.�� A determination by the Government not to compete as a result of information received is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
