- Synopsis of Solicitation for Higher Education Track (HET) Services HET Services are part of Soldier for Life - Transition Assistance Program (SFL-TAP). The National Defense Authorization Act (NDAA) for Fiscal Year 1991 requires that pre-separation counseling and employment assistance training be provided to retiring and transitioning Soldiers and their Family members. These services are provided at 54 locations in both the United States and overseas. The contract objective is to provide tailored, professional services that support each requirement of Army Regulation (AR) 600-81, and aid command and client understanding of statutory and regulatory requirements, available services, and support resources available to them during transition. The MICC - Ft Knox intends to award a contract, on a sole source basis in accordance with Federal Acquisition Regulation 19.506, Women-Owned Small Business Program Sole Source Awards, to Cybermedia Technologies, Inc., Reston, VA for HET services to support the U.S. Army Human Resources Command with a period of performance of 4 July 2021 � 3 September 2021 and a six month option period in accordance with Federal Acquisition Regulation 52.217-8. The anticipated award date is 23 June 2021. This bridge action is a follow-on to bridge contract W9124D21C0005. HRC is consolidating various pieces of the HET services requirement into one OMNIBUS type contract. The follow-on contract award has yet to be made due to an extensive amount of additional time needed to obtain review and approval at the Department of the Army Level. This solicitation will not be available through beta.SAM.gov. Interested parties may contact Mrs. Barbara Jeffries, Contracting Officer, and/or Mr. James Gnagie, Contract Specialist, to request the solicitation via email. All responsible sources may submit a quote that shall be considered by the MICC - Ft Knox.
