- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AN AWARD in accordance with 13.501(a)(1)(ii) Sole source, including brand name, under Simplified Procedures for Certain Commercial Items. This acquisition is using this justification format, modified to reflect that the procedures in FAR subpart 13.5 were used in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.� The FDA intends to award a sole source Purchase Order to Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA 92008-7321, Duns#182158873,Cage Code: 0JCD2, (NAICS) Code Is 811219.� This notice is not a request for competitive quotes; however, firms with expressed interest may respond.� A determination by the Government not to compete this requirement is at the sole discretion of the Government.� Information received as a result of this notice will be considered for the sole purpose of determining whether to conduct a competitive acquisition in the future.� Description of Requirement �The Food and Drug Administration (FDA) Southeast Food and Feed Laboratory (SFFL) is the largest ORA field laboratory. The� mission of the SFFL is to provide essential analytical services to assure the public safety in the areas of foods and animal feed. The SFFL has been accredited under ISO17025 for Chemical and Biological Testing since 2006. �An important part of the Science Strategic Plan is implementation of efficient sample analysis across all ORA labs and in order to achieve the set of goals for efficient operation, FDA must purchase service contracts on three AB 7500 FAST instruments used for method development and high through-put analysis whose warranties expire within FY21.� Life Technologies/Applied Biosystems is the only organization that provides services related for maintenance and repair of the AB 7500 Fast Real time PCR system with personnel possessing the requisite product knowledge and specialized training to provide such services. �The annual Planned Maintenance� for the AB 7500 Fast Instruments is to be performed in conjunction with re-certification and must include unlimited service calls, 100% coverage on parts, labor, and travel for remedial repairs to the instrument and computer, Pure Dye Calibrations (which is an analysis of signal strength to ensure correct data output), priority Technical Assistance Center Support (TAC), priority application technical phone support, and priority response. �An important part of the Science Strategic Plan is implementation of efficient sample analysis across all ORA labs and in order to achieve the set goals for efficient operation, FDA must purchase service contracts to provide annual preventative maintenance on the three AB 7500 Fast Real-Time PCR instrument used for method development and high through-put analysis whose warranties expire within FY 21.�� �FDA methods for detection of pathogens in food and water require the use of the AB 7500 FAST instrument for analysis.� PM services of these instrument are required to maintain laboratory accreditation to ISO 17025 standard.�
