Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Firm Fixed Price contract to VSE Corporation (VSE), 6348 Walker Lane Alexandria, VA 22310 (CAGE Code: 31902) to refurbish Enhanced Applique Armor Kits (EAAK). This effort is estimated for award in the third quarter of Fiscal Year 2021 with an approximate period of performance of five months. VSE currently has a contract with Program Manager Advanced Amphibious Assault, Assault Amphibious Vehicle Foreign Military Sales, for EAAK refurbishment, Contract M67854-21-P-0008. The EAAK refurbishment process is unique in that it requires specialized application techniques, in accordance with performance specification AAV-PRD-02001, EAAK Recoating Procedure and Requirements v. 1.0, to ensure that refurbished EAAKs meet the form, fit, and function of the current fielded EAAKs. A Request for Information (RFI) was posted to Beta.SAM.gov on 3 March 2021. Four (4) vendors submitted information in response to that RFI. However, the Government determined that none of these vendors are capable of satisfying the Government�s requirement at this time. As new participants in the AAV7A1 RAM/RS FoV market, none of these vendors currently has the capability to perform the two-part EAAKs refurbishment application process as they do not have a process that conforms with the form, fit, and function of the current EAAK refurbishment requirement and presented no coatings experience or experience applying a two-component polyurea coating, a key component of EAAK refurbishment. They would need to develop the required manufacturing capability, procure necessary tooling, train personnel on the EAAK refurbishment process, and establish the requisite supply chains in order to effectively and efficiently refurbish this end item. As such, the Government determined that obtaining another source through full and open competition would create unacceptable delays in fulfilling the agency�s requirements and result in the duplication of costs that could not be recovered through competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" Unless stated herein, no additional information is available; accordingly, requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become Government property and will not be returned. Contractors are advised the Government will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing. The Government has not made a commitment to procure any of the items discussed and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
