THIS SOURCES SOUGHT IS BEING ISSUED FOR MARKET RESEARCH PURPOSES ONLY. This is not a solicitation. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. Response to this notice is voluntary and the Government will not be responsible for any costs incurred by interested parties responding to this Sources Sought notice. The intent of this notice is to identify businesses, especially small business (SB) concerns, certified 8(a), HUBZone, Service Disabled Veteran Owned Small Businesses (SDVOSB), and Women- Owned Small Business (WOSB) concerns capable of providing the requirements described below. All interested parties, regardless of size, are encouraged to respond to this sources sought notice. Not responding to this RFI does not preclude participation in any future Request For Proposal, if any is issued.� If a solicitation is released, it will be synopsized on the Beta SAM (beta.sam.gov) website.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background: The US Army Combat Capabilities Development Command - Soldier Center�s (CCDC � SC) Roller Load Test Facility (RLTF) requires a Lateral Pull Test Fixture (LPTF) to meet Air Force testing requirements for airdrop platform and payload certification at CCDC-SC. The requirements being sought can be found in the �REQUIREMENTS' section of this sources sought below. Requirements: The CCDC SC RLTF requires lateral proof load testing capability up to 60,000 lbs. on 32-ft long platforms and the ability to record data from load cells and accelerometers. The Lateral Pull Test Fixture is similar to an existing CHANT�100K-lb capacity hydraulic ram that applies loads in a longitudinal direction in the RLTF. This new�fixture would be used to apply loads (cap. 100K-lbs) in the lateral direction, being restrained by the two restraint rails that would run perpendicular to it (desired height same as current ram, about 80 inches). A load cell would be included and connected to the Chant 9190 roller test data acquisition system. The current longitudinal hydraulic ram and this new lateral ram would never operate at the same time.� The roller test bed may need additional restraint downward. The�requirement is for�a fully assembled and installed turnkey system that can integrate into existing hardware and software currently being used to apply/measure horizontal loads. While this notice is not a request for competitive proposals, parties purporting to have the requisite credentials and capabilities to provide the required LPTF must furnish, in writing, factual information, which clearly supports and demonstrates their ability to sufficiently provide the LPTF.�Inquiries and responses may be sent to Chris Welsh, Contract Specialist, via email at richard.c.welsh2.civ@mail.mil no later than 02 June 2021 @ 3:00PM EST.
